What is an MCM Scholarship?

Merit-cum-Means (MCM) scholarships support students who excel academically but face financial limitations in completing their education. Offered by central and state governments, as well as private organisations, these scholarships cover tuition fees, maintenance allowances, and other expenses, enabling students to pursue fields such as engineering, medicine, law, and more. MCM scholarships help reduce dropout rates and promote equitable access to education by addressing both merit and financial need.

MCM Scholarship – List of Scholarships

The MCM Scholarship, funded by the Central Government, supports students across the country. On the other hand, MCM scholarships provided by State Governments offer financial assistance specifically to students within their respective states.

Below is a list of some of the most popular MCM scholarships offered by both the Central and State Governments.

Government-funded MCM Scholarship

1) AICTE Pragati Scholarship for Girls – This scheme is implemented by the All India Council for Technical Education (AICTE) under the Ministry of Human Resource Development (MHRD) to support meritorious female students pursuing technical education at the diploma or degree level in AICTE-approved institutions. This is one of the All India Council for Technical Education (AICTE) Scholarships, under which a total of up to 5,000 scholarships are awarded annually—2,500 for degree students and 2,500 for diploma students.

Eligibility Requirements – 

  • The applicant must be an Indian citizen.
  • The applicant must be a female student.
  • The student must be admitted to the first year of a technical diploma or degree program at an AICTE-approved institution. Alternatively, the student may be admitted to the second year of a technical diploma or degree program through lateral entry at an AICTE-approved institution. In both cases, admission must be secured through the centralised admission process conducted by the State or Central Government.
  • The annual family income from all sources must not exceed ₹8,00,000 per annum during the preceding financial year. If the applicant is married, the income of the parents or in-laws (whichever is higher) will be considered.
  • A maximum of two girl children per family are eligible to apply.
  • Reservations are provided for candidates belonging to Scheduled Castes (SC) at 15%, Scheduled Tribes (ST) at 7.5%, and Other Backward Classes (OBC) at 27%.

Career Assessment Test

Ineligibility Conditions – 

  • Students admitted through the management quota are not eligible.
  • Students receiving financial assistance from other Central/State Government or AICTE-sponsored scholarships are also not eligible.
  • If a student fails or drops out in subsequent years, the scholarship will be discontinued.
  • A gap of more than two years between the qualifying examination and admission to the degree/diploma course disqualifies the candidate.

Benefits – Students can receive financial assistance of ₹50,000 per annum for each year of their study. This aid is provided as a lump sum to help cover various educational expenses, including college fees and the purchase of essential items such as books, equipment, software, laptops, desktops, and stationery. 

The duration of this assistance varies based on the program; it is available for a maximum of 4 years for students admitted in the first year of a degree program, and a maximum of 3 years for those admitted in the first year of a diploma program or through lateral entry into the second year of a degree or diploma program.

Application Process – Eligible students can apply online through the All India Council for Technical Education (AICTE) portal.

2) Central Sector Scheme of Scholarship for College and University Students – Administered by the Ministry of Human Resource Development (now Ministry of Education), Government of India, the Central Sector Scheme of Scholarship for College and University Students aims to provide financial assistance to meritorious students from economically weaker sections to pursue higher education at the undergraduate and postgraduate levels.

Buddy4Study - Education Loan

Eligibility Requirements – 

  • Applicants must have passed the Class 12 examination from a recognised board (CBSE, ICSE, or State Board) and secured a position within the top 20th percentile of their respective board for the year of passing. 
  • Applicants must be pursuing a regular undergraduate or postgraduate degree course in a recognised college, university, or institution, including professional courses such as engineering, medicine, or law. 
  • The annual family income from all sources must not exceed ₹4.5 lakh per annum. 

Ineligibility Conditions – 

  • Students must not be receiving any other scholarship or financial assistance from Central/State Government schemes or other institutions for the same course. 
  • Students pursuing diploma courses, distance learning programs, or those admitted through management quota are not eligible. 
  • Additionally, the scholarship is awarded only to students who maintain satisfactory academic progress and meet renewal criteria.

3) Maulana Azad National Fellowship for Minority Students – Launched in 2009 by the Ministry of Minority Affairs, Government of India, this scholarship program aims to provide financial assistance to minority students pursuing M.Phil. and Ph.D. degrees.

Eligibility Requirements – 

  • The applicant must belong to one of the six notified minority communities: Muslim, Christian, Sikh, Buddhist, Jain, or Zoroastrian (Parsi), as per Section 2(c) of the National Commission for Minorities Act, 1992.
  • The candidate must be enrolled in a regular, full-time M.Phil. or Ph.D. program at a recognised university or institution accredited by the University Grants Commission (UGC) under Section 2(f) or Section 3 of the UGC Act, or fully funded by the Central/State Government.
  • The applicant must have qualified for the UGC-NET or Joint CSIR-UGC NET examination to be eligible for the fellowship.
  • The candidate must have secured at least 55% marks (or equivalent grade) at the postgraduate level from a recognised institution.
  • The annual family income of the applicant must not exceed ₹6 lakh from all sources.

Ineligibility Conditions – 

  • Applicants who have previously availed or are currently availing any other fellowship, completely or partially, are not eligible to apply.
  • Employees of universities, colleges, educational institutions, or Central/State/Union Territory governments are ineligible, even if on study leave or extraordinary (EOL) leave.
  • Only two students per family are allowed to avail of this fellowship.
  • Transgender candidates from minority communities are eligible, with reservations as per the Government of India guidelines.
  • The applicant must not undertake any paid employment, such as ad-hoc teaching or research assistantships, during the fellowship tenure, as this will lead to cancellation.

Application Process – The MANF scheme was discontinued from the 2022-23 academic year, but existing fellows continue to receive support until the end of their tenure, subject to compliance with guidelines.

4) Merit Cum Means Scholarship for Professional and Technical Courses CS (Minorities) – Introduced by the Ministry of Minority Affairs, Government of India, this scheme provides financial assistance to meritorious and underprivileged students from minority communities. A total of 60,000 fresh scholarships are awarded annually, distributed across States and Union Territories based on the minority population. 30% of these scholarships are reserved for female students; however, they may be transferred to male students if eligible female applicants are unavailable.

Eligibility Requirements –

  • The applicant must belong to a notified minority community, including Muslim, Sikh, Christian, Buddhist, Jain, or Zoroastrian (Parsi), as per the Government of India.
  • The candidate must be enrolled in a technical or professional course at the undergraduate or postgraduate level in a government or private institution recognised and notified by the State Government or Union Territory Administration.

  • The annual family income of the applicant’s parents or guardian from all sources must not exceed ₹2.50 lakh.

5) Merit Scholarship for SC/ST/OBC/ Minority Students, Delhi – This is a government initiative aimed at promoting education among underprivileged communities. It provides financial assistance to meritorious students from Class 6 to postgraduate levels studying in recognised institutions. 

Eligibility Requirements – 

  • The applicant must belong to the Scheduled Caste (SC), Scheduled Tribe (ST), Other Backward Classes (OBC), or a notified minority community (Muslim, Sikh, Christian, Buddhist, Jain, or Zoroastrian) as recognised by the Government of NCT of Delhi.
  • The candidate must be a resident of Delhi and provide a valid domicile certificate issued by the competent authority of Delhi.
  • The student must be enrolled in a recognised government, aided, or public school (Classes 1 to 12) or in a recognised college, professional, or technical institution for undergraduate, postgraduate, or diploma courses.
  • The applicant must have secured at least 60% marks in the previous academic year’s examination to qualify for the scholarship.
  • For OBC and minority students, the annual family income must not exceed INR 3,00,000 per annum, while there is no income limit for SC/ST students.

Ineligibility Conditions – 

  • The candidate must not be receiving financial assistance from any other centrally or state-sponsored scholarship scheme for the same purpose. However, students receiving stipends from institutions or the government during their course may still be eligible.

6) Eklavya Scholarship, Maharashtra – 

  • The applicant must be a permanent resident of Maharashtra and provide a valid domicile certificate issued by the competent authority.
  • The candidate must have completed a graduate degree in Law, Arts, Commerce, or Science from a recognised institution or university in Maharashtra.
  • The applicant must have secured at least 60% marks in their graduation examination for Law, Arts, or Commerce streams, or at least 70% marks for the Science stream.
  • The candidate must be enrolled in a postgraduate degree program in a government or government-recognised institution within Maharashtra.
  • The annual family income of the applicant must not exceed ₹75,000 from all sources, as certified by a Tahsildar-issued income certificate.

Ineligibility Conditions – 

  • The applicant must not be engaged in any full-time or part-time employment during the scholarship period.
  • Students pursuing postgraduate studies outside Maharashtra are not eligible to apply.
  • The candidate must maintain satisfactory academic progress and adhere to the institution’s rules to continue receiving the scholarship.

Benefits – A one-time, merit-based financial grant of ₹5,000 is provided to support postgraduate education expenses. The amount is transferred directly to the beneficiary’s Aadhaar-seeded bank account through Direct Benefit Transfer (DBT) using the MahaDBT portal.

7) Merit cum Means Scholarship for BPL students, Kerala – This is a state government initiative designed to provide financial assistance to academically promising students from Below Poverty Line (BPL) families. This scholarship aims to ensure that financial constraints do not hinder deserving students from pursuing higher secondary education and beyond, thereby promoting educational equity and access.

Eligibility Requirements – 

  • The applicant must be a permanent resident of Kerala and provide proof of residency, such as an Aadhaar card or other valid document verifying Kerala domicile.
  • The candidate must be enrolled in Class 11 or 12 in a government or aided higher secondary school affiliated with the Kerala Directorate of Higher Secondary Education (DHSE).
  • The student must belong to a Below Poverty Line (BPL) family as per the Government of Kerala’s criteria, supported by a valid BPL certificate or an income certificate proving that the family’s annual income falls within the BPL limit.

It is available for the entire duration of the higher secondary course (Classes 11 and 12) and is renewable for the second year, provided the student achieves at least a D+ grade in the annual examination and maintains a minimum of 70% attendance, as per DHSE norms.

Launched in 2012 by the Ministry of Minority Affairs, Government of India, its primary objective is to provide financial assistance to economically weaker students pursuing professional and technical courses. This scheme aims to enhance access to higher education, reduce dropout rates, and promote socio-economic empowerment among minority groups.

Eligibility Requirements – 

  • The applicant must be a citizen of India and a resident of Haryana, irrespective of the place of study, with a valid domicile certificate issued by the competent authority of Haryana.

9) Mukhya Mantri Hamari Beti Yojna, Rajasthan – This is a state government initiative aimed at providing financial assistance and support to meritorious girl students. The scheme focuses on promoting girls’ education by offering financial aid to those who achieve high marks in their Class 10 Board examinations, particularly targeting those from BPL families and orphaned girls. It provides support for their further studies, including assistance for coaching, hostel fees, and other educational expenses up to the postgraduate level. 

Eligibility Requirements –

  • The applicant must be a female student who is a permanent resident of Rajasthan, with proof of domicile issued by a competent authority.
  • The candidate must be enrolled in a government or government-aided school in Rajasthan and currently studying in Class 11 or 12, or pursuing vocational training.
  • The student must have appeared for the Secondary (Class 10) Examination conducted by the Board of Secondary Education, Rajasthan, Ajmer, or the Swami Vivekananda Government Model School.

The scheme provides financial assistance of up to ₹1,15,000 annually, including ₹15,000 for stationery and up to ₹1,00,000 for school, coaching, or hostel fees, applicable only through GST-registered institutions. This support is renewable each year based on continued enrollment and compliance with the scheme guidelines. The disbursement of funds is facilitated via Direct Benefit Transfer (DBT) into the beneficiary’s Aadhaar-linked bank account, using Jan-Aadhaar integration. 

Additionally, reimbursement for coaching fees for competitive exam preparation is provided once in the first year to eligible students, aiming to promote higher education and support career aspirations. Top-performing girls may also be recognised through the Gargi Award, which acknowledges their academic excellence, with 92,000 girls having received the award in recent years.

10) National Means-cum-Merit Scholarship – This centrally sponsored initiative by the Ministry of Education (formerly Ministry of Human Resource Development), Government of India, was launched in May 2008. Its primary objective is to reduce the dropout rate among economically weaker sections of society at the Class 8 level and to encourage these meritorious students to continue their education through the secondary and higher secondary stages, i.e. up to Class 12.

Eligibility Requirements –

  • The applicant must be a student promoted from Class 8 to Class 9 in a government, government-aided, or local body school in India, excluding students enrolled in Kendriya Vidyalayas, Jawahar Navodaya Vidyalayas, or residential schools.
  • The candidate must have secured at least 55% marks or equivalent grade in the Class 7 examination, with a 5% relaxation (50% marks) for students belonging to the Scheduled Caste (SC) or Scheduled Tribe (ST) categories.
  • The annual parental income from all sources must not exceed ₹3,50,000, verified by a valid income certificate issued by a competent authority.
