- Applicants must be a permanent resident of the State of Madhya Pradesh.

- Students enrolled in graduation, integrated postgraduate, or dual degree programs in universities or educational institutions run by the Government of India are eligible.
- Students pursuing any course in government or government-aided colleges/universities in Madhya Pradesh, including Polytechnic diploma courses (post-Class 12 admissions) are also eligible.
- The annual family income of the applicant should not exceed ₹6,00,000.

Under the Mukhyamantri Medhavi Vidyarthi Yojana (MMVY), selected students are entitled to following benefits:
- Students who have passed Class 12 and got enrolled in higher education courses approved by the Madhya Pradesh Government will receive full tuition fee coverage under the scheme.
- The state government will pay the admission fee and the actual course fee as determined by the respective college or educational institution.
(Note: The hostel expenses for meritorious students will be covered under this scheme. However, expenses for food and security deposits will not be covered by the government.)
