The Agriculture and Farmers’ Empowerment (FE) Department of the Government of Odisha is responsible for implementing the KALIA Scholarship. Under this scheme, students are selected purely on merit basis.
KALIA Scholarship – Eligibility Criteria
Students from General, OBC, SC, ST, SEBC, and EBC are eligible to apply for the KALIA Scholarship in Odisha, provided they fulfill the following eligibility criteria:
- The applicant must be a permanent resident of Odisha.
- The student’s parent(s) must be verified beneficiaries of the KALIA Scheme, including small or marginal farmers, sharecroppers, or landless agricultural households.
- Admission must be secured on merit in a government or government-recognised institution or selective private institution.
- The applicant cannot avail more than one scholarship at the same time. However, switching to the KALIA Scholarship is permitted if it offers better benefits.
- Only one professional course scholarship is allowed per student.

Students who are pursuing the following courses from any of the government institutions are entitled to apply for the scholarship. The courses that are covered are as follows:
- Diploma in Pharmacy
- Diploma in Medical Radiography Technology
- Diploma in Medical Laboratory Technology
- Diploma in Psychiatric Nursing
- Diploma in Engineering/Technology
- Diploma in Agricultural Engineering /Technology
- Diploma in Ophthalmic Assistance
- Auxiliary Nurse Midwife (ANM)

KALIA Scholarship – How to Apply?
The application process for KALIA scholarship is completely online via the official Odisha State Scholarship Portal:
KALIA Scholarship – Registration Process
Step 1 – Visit the official website of the State Scholarship Portal, Government of Odisha at scholarship.odisha.gov.in/website/home
Step 2 – Click on the “Login” button at the right-hand side of the dashboard and click on “Student Login”.
Step 3 – A pop-up will appear on the screen. Click on the “Register Here” button. If you’re already registered then login using valid credentials.
Step 4 – Now, tick the small checkbox that entails that all the instructions have been read carefully and click on the “Proceed” button.
Step 5 – For “Student Registration” enter your Aadhaar number and click on “Get OTP” and complete the registration process.
KALIA Scholarship Application Process
Step 1 – Visit the Odisha State Scholarship Portal: https://scholarship.odisha.gov.in
(Note – New users must complete registration first. Existing users can directly click on Login.)
Step 2 – Enter your Aadhaar number and click on Proceed.
Step 3 – Log in using your User ID and Password.
Step 4 – After successful login, click on the Apply Scholarship link on the portal.
Step 5 – Select the appropriate Department Name and Scheme Name.
Step 6 – Fill in all required details carefully, including:
- Student details
- Academic details
- Eligibility details
Bank account information
Step 7 – Click on “Save as Draft” to save the form for later, or click “Next” to save and proceed further with the application.
Step 8 – A preview of the completed application form will be displayed. Download the form and take a printout for your records.

Additionally, students will receive mess/hostel fees of ₹1,200 per month for 10 months for UG, PG, PhD, and premier government institute students, and ₹1,000 per month for 10 months for diploma, ITI, and polytechnic students from government or private institutions.
Important Note –The scholarship ceiling is the predetermined amount listed in the above table, and the actual disbursement cannot exceed the institution’s invoiced fee.

How much scholarship amount will I receive?
The scholarship amount depends on your course and institution. Generally, it covers tuition fees and some academic expenses, subject to a fixed maximum limit decided by the government. The amount is not the same for all courses - professional courses like MBBS or B.Tech usually receive higher support than diploma or ITI programs. The approved amount is directly transferred through DBT once verification is completed.
