National Overseas Scholarship for ST Students 2023-24 is an opportunity offered by the Ministry of Tribal Affairs, Government of India to master's, Ph.D, and postdoctoral degree holders belonging to the ST category. The main aim of this scheme is to provide opportunities for ST students to pursue higher education at institutes or universities abroad. Selected candidates will receive an annual maintenance allowance of USD 15,400 and other benefits.

    Eligibility

    To be eligible, an applicant must -

    • Postdoctoral Research Fellow:
      • be not more than 38 years of age
      • have scored 55% marks or equivalent in a relevant master's degree with awarded PhD degree
    • PhD Applicants:
      • be not more than 35 years of age
      • have scored 55% marks or equivalent in a relevant master's degree
    • Master's degree holder:
      • be not more than 32 years of age
      • have scored 55% marks or equivalent in a relevant bachelor's degree
    • have a family income of less than INR 6,00,000 per annum

     

    Note -

    • The criteria of marks obtained in bachelor’s/master’s degree will not apply to those candidates who have already obtained admissions in the top 1,000 Institutes as per QS world ranking of the latest available report.
      Not more than one child of the same parents will be eligible for the scholarship.
    • Candidates already receiving this award cannot apply for any other award or the same/higher level of award for the second time under this scholarship scheme.
    • Income criteria will not apply in the case of an orphan supported by a guardian.

    Benefits

    A total of 20 awards per year will be sanctioned to ST students. Selected candidates will receive the following benefits -

    Annual Maintenance Allowance The annual maintenance allowance for all level courses is set at USD 15,400 ($15,400) in the United States and £9,900 in the United Kingdom. For countries other than the United States and the United Kingdom, the applicable rates will be determined based on the equivalent amount in USD or its equivalent currency.
    Annual Contingency and Equipment Allowance

    The Annual Contingency and Equipment Allowance provided for books, essential apparatus, study tours, typing, and binding of the thesis, etc., is set at $1,532 for candidates in the United States and £1,116 for candidates in the United Kingdom. For countries other than the United States and the United Kingdom, the applicable rates will be determined based on the equivalent amount in US Dollars or its equivalent currency.

    Poll Tax It will be provided whenever applicable.
    Visa Fees Visa fees will be provided by the concerned department in Indian currency.
    Incidental Journey 
    Expenses
    Permissible incidental journey expenses are capped at USD 20 or the equivalent amount in Indian Rupees.
    Fees The student is required to pay the actual tuition fees and other non-refundable fees necessary for completing the course.
    Medical Insurance Premium The actual charges incurred will be considered eligible. However, the Indian Embassy/Mission in the student's respective country will assess the reasonableness of the medical premium chosen/claimed by the student.
    Cost of Air Passage The air passage grant will cover the actual cost of economy class travel from India to the nearest location of the educational institution and back, following the shortest route available at the best available price.
    Local Travel For travel to and from the place of study, second-class railway fare will be provided from the port of disembarkation. In cases where the destination is in remote areas without rail connectivity, bus fare from the residence to the nearest railway station, actual ferry crossing charges, or airfare to the nearest rail-cum-air station will be permissible.

    • Latest coloured passport-size photograph 
    • ST certificate issued by the competent authority 
    • Particularly Vulnerable Tribal Groups (PVTG) certificate issued by the competent authority (if applicable) 
    • Offer of admission
    • Income certificate
    • Class 10 certificate/marksheet in support of date of birth
    • Graduation/postgraduation marksheet (aggregate marks in %)/equivalent % marks in case of CGPA/PhD completion certificate, wherever applicable (conversion sheet of aggregate marks into percentages to be issued by institute/university)
    How can you apply?

    Eligible candidates can apply for the apprenticeship by following the below-mentioned steps:

    Step 1: Click on the 'Apply Now' button.
    Step 2: Click the 'Register' button and fill in the required registration details. (Note - If already registered, log in using Gmail/Mobile number/Email ID)
    Step 3: Navigate to the 'New Registration' and click the 'Student Registration' tab.
    Step 4: Fill in the required details to register on the portal.
    Step 5: An OTP will be received on the registered mobile number and email address. Enter the OTP in the given text box and click on the 'Submit' button. (Note - In case an OTP is not received, click on the 'Resend OTP' button)
    Step 6: Navigate to the 'Register to Digi Locker' tab and click it.
    Step 7: Enter the Aadhaar number and click on the 'Next' button.
    Step 8: Enter the OTP received on the mobile number and click on the 'Submit' button.
    Step 9: Set up a 6-digit security pin, click on the 'Submit' button and upload all the necessary documents.
    Step 10: Navigate to the 'Login' button and click to log in with valid credentials.
    Step 11: Fill up the application form with the necessary details, upload the required documents and submit it.

Selection Criteria

The candidates will be selected following the below criteria:

  • All applications received within the stipulated period will be scrutinized for the eligibility criteria.
  • A separate merit list will be drawn for each field of study (Note: Preference will be given to candidates studying in the top 1,000 ranked foreign institutes/universities according to the latest QS world ranking)
  • Merit will be determined based on institute ranking, and in case of a tie, the candidate's marks/grades in the qualifying examination will be considered.
  • Finally, selected candidates will be required to secure admission and join one of the top 1,000 ranked foreign Institutes/Universities abroad (as per the QS world ranking) within 2 years from the date of communication of the award letter (Note: On the expiry of this specified period of time, the award will automatically get cancelled)

Terms and Conditions
  • Bachelor level courses in any discipline are not covered under the scheme.
  • Financial assistance will be provided after the completion of the course/research or the following period, whichever is earlier - 
    • Post-doctoral research - One and a half year
    • PhD degree - 4 years 
    • Master's degree - 1/2/3 years depending upon the duration of the course
  • If there is a shortage of successful candidates in a specific year for either of the specified categories, the awards for that year can be interchanged between these categories.
  • A total of six awards (30%) are earmarked for girls. However, in case the earmarked slots remain unfilled, they will be transferred to boys.
  • Expenses and logistics covered by the award will be strictly limited to the candidate.
  • Priority will be given to candidates who have already secured a preliminary letter/offer of admission. The second priority will be given to those who cleared GRE/GMAT/TOFEL etc. and have started applying to various universities and thereafter other candidates.
  • The jurisdiction of the scheme is extended to provide mentioned financial assistance only to the selected candidates for pursuing higher education in specified subjects. The scheme does not cover any area related to the employment opportunities of the awardee after receiving the award.
  • Candidates who are in employment can directly apply through the ministry's online portal. However, the application of such candidates will be treated as valid only if a recommendation along with a No Objection Certificate (NOC) from the employer is submitted to the ministry within 15 days from the last date for applying online as specified in the advertisement of the scheme.
  • The finally selected candidates shall obtain admission and join an accredited university/institution abroad within two years from the date of communication of selection. On the expiry of this specified period of time, the award will be cancelled automatically and come to an end. No request for an extension of time for availing of the award is permissible under the scheme. 
  • The candidate cannot change the course of study/research for which the scholarship has been sanctioned except with prior written approval of the Ministry of Tribal Affairs.
  • All administrative matters such as study leave, salary etc. will be paid by the candidates directly to their employer as per the rules of the serving organization. This ministry will not take any responsibility or provide assistance in this regard.
  • If the awardee is unable to successfully complete the course or if the Guide/Head of the Department of the candidate certifies that the candidate is not paying attention, then the Ministry shall have the right to exempt him/her from the penalty clause of “Defaulter under the Scheme”. In such cases, the Indian Missions will provide the return air passage to India by the shortest route and economy class.
  • The opening and closing dates of the portal will be announced through advertisements in Employment News, news dailies, institutes/universities, state governments, and the Ministry's portal.
  • Aadhaar is mandatory for registration on the portal.
  • Candidates must meet all eligibility criteria when applying for the scholarship. Failure to fulfil eligibility requirements or provide mandatory documents to prove eligibility will result in the application being rejected.
  • The provisions of this Scheme can be changed at any time with the approval of the Minister of Tribal Affairs, Government of India.
  • Litigation in India will be under the jurisdiction of Delhi courts, while litigation abroad will be handled by Indian Missions.
