HSCST Fellowship Programme 2024 is an opportunity offered by the Haryana State Council for Science, Innovation & Technology, to students who have completed their M.Sc. degree or hold an equivalent degree. This fellowship program aims to award research grants in Earth, Mathematical, Chemical, Physical, and Life Sciences. Selected fellows will receive a monthly stipend of up to ₹35,000  to support their full-time doctoral research at any accredited university or institution in Haryana.

    Eligibility

    To be eligible, an applicant must:-

    • be under 28 years of age as of 1st June 2022
    • have completed an M.Sc. or equivalent degree 
    • have secured a minimum of 55% marks
    • have qualified for the Joint CSIR-UGC NET exam for Junior Research Fellowship (JRF) and Lectureship (LS) held on 6th, 7th, and 8th June 2023
    • not be under any other fellowship/financial assistance from other sources

     

    Note:- 

    • The age limit for Scheduled Castes/Scheduled Tribes, women, physically handicapped, and OBC applicants can be relaxed by 5 years.
    • This fellowship is open to candidates who have qualified for the JRF-NET (CSIR/UGC) exam but are not currently receiving CSIR/UGC funding for a valid reason.
    Benefits

    The selected candidates will receive:-

    For JRF-NET (CSIR/UGC) qualified candidates:-

    • For Junior Research Fellow (JRF): A monthly fellowship of ₹31,000 
    • For Senior Research Fellow (SRF): A monthly fellowship of ₹35,000 

     

    For LS-NET qualified candidates:-

    • For Junior Research Fellow (JRF): A monthly fellowship of ₹18,000
    • For Senior Research Fellow (SRF): A monthly stipend of  ₹21,000 

     

    The fellowship includes an annual contingency grant of ₹20,000 which will be provided to the university or institution.

    The contingency grant will be provided pro-data for grants lasting less than one year. A part of this grant will be used for research work, purchasing books, etc. Any unspent balance of the contingency grant at the end of the year may be carried forward to the next year. The guidelines for utilising the contingency grant are provided in Annexure-II.

    How can you apply?

    Eligible candidates can apply for the opportunity by following the steps mentioned below:-

    Step 3: Click on the advertisement no. dropdown, select the fellowship, then click on the ‘Submit’ button.
    Step 4: Fill in the required details and click on the ‘Generate OTP’ button.
    Step 5: Fill in the OTP received on the mobile number and upload the necessary documents.
    Step 6: Fill in the required information and click on the ‘Submit’ button. 

    Note:-

    • Applicants must enter, review and verify precise details filled in the online application as no change will be possible after submitting the application.

Selection Criteria

Candidates will be selected based on their performance in the Joint CSIR-UGC National Eligibility Test (NET) for Junior Research Fellowship (JRF) and Lectureship, conducted by the National Testing Agency (NTA).

The fellowship will be awarded to meritorious candidates who have qualified for both JRF-NET (CSIR/UGC) and Lectureship (LS)-NET in the Joint CSIR-UGC NET exam. This fellowship is for pursuing Ph.D. research at any university or institute in Haryana.

Terms and Conditions
  • Submission of applications will only be accepted through online mode.
  • Only one application per candidate will be accepted. 
  • Incomplete applications, wrong application formats, applications with incorrect information or applications with a lack of essential information/documents will be immediately rejected.
  • Upon fellowship expiration, candidates cannot claim permanent absorption into HSCSIT.
  • Fellows under the programme are not allowed to take any assignments unrelated to the approved research programme.
  • Candidates who are planning to appear for competitive exams are required to notify HSCSIT.
  • Women fellows with less than two surviving children are entitled to a full stipend for up to 135 days of maternity leave.
  • Fellows are prohibited from engaging in paid or honorary employment, private practice, or part-time work during the fellowship period.
  • The stipend of the research fellow/associate is exempt from the payment of income tax under 10(16) of the IT Act, 1961.
  • Candidates are allowed one year to resolve any claims after leaving the fellowship.
  • Any unused grant funds lying within the institution after completion/termination of the fellowship must be returned to HSCSIT.
  • If a fellow leaves without permission, the institution will not pay them any stipend until all outstanding university and other fees have been cleared and verified by the institution.

Transfer of Fellowship:

  • Requests for fellowship transfers will only be considered under compelling circumstances. In such a case, the fellow and guide are required to provide adequate justification.
  • The fellow/associate must get a No Objection Certificate from their supervisor and the head of department at the university/institute along with a written explanation for the transfer request.
  • Transfers to other institutions are not allowed after Ph.D. thesis submission or in the last six months of the fellowship tenure.

Termination of Fellowship:

  • The fellowship can be terminated by HSCSIT by a suggestion from the head of the department/institution and the supervisor. 
  • The fellowship may be terminated if the tenable institution notifies HSCSIT that it cannot provide the fellow with necessary facilities due to disciplinary actions against the fellow.

Progress Reports

  • All research fellows must submit quarterly and annual research reports within 15 days of the respective quarter's and year's end to maintain eligibility for the following year's grant.
  • The progress report should be accompanied by copies of published papers, re-prints, pre-prints of papers acknowledging financial assistance of HSCSIT accepted for publication, and manuscripts of papers communicated for publication.
  • Reports shall be submitted to HSCSIT via their department head/guide using the prescribed format in Annexure-IV.
  • Failing to submit the aforementioned documents will result in the termination of the fellowship.
