About the Program

The Kalinga Sikhya Sathi Yojana (KSSY) is an initiative by the Department of Higher Education, Govenment of Odisha to reduce the financial burden on the parents of students who wish to pursue higher education. Under this scheme, students can avail a maximum of INR 10,00,000 as educational loan at 1% interest. The Higher Education Department, Government of Odisha will pay the remaining interest on the loan, and the loan can be used to pay for courses such as medicine, engineering, law, and management. This scheme covers a wide range of courses, including medicine, engineering, law, and management.

    Eligibility
    • Students must be a resident of Odisha.

    • The annual income of the family of the applicant should be less than or equal to INR 6,00,000.

    • The course of study must be Management, Integrated Law, Engineering, or Medicine at an educational institution in India that is established by an Act of Parliament or a state legislature, or that is recognized by the relevant statutory body.

    • Students are not eligible for this benefit if they have already received similar benefits from any other government or institution for the same purpose.

    Benefits:

    Educational loan of up to INR 10,00,000 at 1% interest rate

    Note: Loan repayment period is 15 years if the amount is up to INR 10,00,000 and 10 years if the applied loan amount is up to INR 7,50,000.

    • PAN Card

    • All educational certificates, including the mark sheets of the previous educational qualification, and the document indicating admission into a technical/professional course.

    • Residential certificate issued not only to the below rank of Tahasildar and Additional Tahasildar.

    • Income certificate issued not only the below rank of Tahasildar and Additional Tahasildar or self-certified copy of IT return.

    How can you apply?

    Online application process 

    • Visit the official website – dhe.odisha.gov.in.

    • Navigate to the ‘Kalinga Sikhya Sathi Yojana’ or click on the search bar and type ‘Kalinga Sikhya Sathi Yojana’.

    • Click on ‘Click here to apply’ and the candidates will be redirected to the Vidya Lakshmi portal.

    • Click on the ‘Register’ tab and fill out the required details to create an account.

    • After submitting the details, click the ‘Student Login’ tab and enter the registered email ID, password and captcha code.

    • Navigate to the ‘Login’ tab and fill out the application form which includes name, email ID, phone number, and other important documents.

    • After submitting, download the application form for future reference.

    Offline application process

    • Obtain the application form available at designated government offices, educational institutions, or specified centres authorized by the implementing authority.

    • Fill in the application form after reading the instructions provided with it. Enter details like personal information, educational qualifications, family income, choice of course, and other relevant information.

    • After completing the application form and supporting documents, applicants must visit the participating bank to have their documents verified.

    • If the application is approved, the loan amount will be disbursed to the applicant’s designated bank account.

     Students must repay their education loans in  in full and on time to receive the interest subsidy from the State Government under KSSY

    The KSSY scheme provides special opportunities for ST, SC, and girl students to benefit from interest subvention, but the interest rate is the same for all students.

  • What is the interest rate of the Kalinga Sikhya Sathi Yojana?

    The students will have to pay only 1% interest per annum on the loan amount after the moratorium period. The balance amount of the interest will be borne by Higher Education Department, Government of Odisha.
