About The Program

Pre-Matric Scholarship to the Children of those Engaged in Occupations involving Cleaning and Prone to Health Hazards, Goa 2024 is an initiative of the Ministry of Social Justice and Empowerment, Government of India, to support SC students whose parent(s)/guardian(s) are engaged in professions involving manual scavenging, flaying, waste picking, or other hazardous health occupations. The selected candidates will receive a consolidated academic allowance of up to ₹8,000 per annum.

To be eligible, applicants must:-

  • be an Indian national
  • be domiciled in Goa
  • be enrolled in Class 1 to 10 in an institution recognised by a concerned State Government or Union Territory Administration 
  • be a child/ward of a person engaged in manual scavenging, flaying, waste picking, or a hazardous health occupation (as defined in Section 2(I) of the Manual Scavengers Act 2013)
Benefits

The selected candidates will receive a consolidated academic allowance of up to ₹8,000 per annum.

In addition, a 10% extra allowance will be given to Divyang (disabled) students.

Note:-

  • The disability is defined under the relevant Section of Rights of the Persons with Disability Act, 2016. The appropriate Government shall designate persons, having requisite qualifications and experience, as certifying authorities, who shall be competent to issue the certificate of disability.
  • The award will be subject to satisfactory academic performance and 75% attendance every academic year.

  • Self-attested copies of certificates and mark sheets for previously passed exams
  • Certificate of caste signed by an authorised Revenue Officer, not below the rank of Tehsildar
  • Academic transcripts, including marksheets and certificates
How can you apply?

Eligible applicants can apply for the scholarship through the following steps:-
Step 1: Click on the 'Apply Now' button below. 
Step 2: Click on the 'Register' button and fill in the required registration details. (Note:- If already registered, log in using Gmail/Mobile number/Email ID).
Step 3: Navigate to the 'Students' option on the left-hand side of the dashboard and click on it.
Step 4: Now, click on the 'Login' button under the OTR option as it is required to apply for a scholarship on the National Scholarship Portal (NSP).
Step 5: Click on the 'New user? Register yourself' on the left-hand side of the dashboard and click on it.
Step 6: Read the details carefully, tick the checkbox, and click on the 'Next' button.
Step 7: Enter a functional mobile number, captcha code, and OTP, then submit to complete the registration process.
Step 8: Fill in the required details and click on 'Save & Register' to complete the 'One-time registration (OTR)' process. (Note:- This is a temporary registration number, students need to download the OTR mobile application for face authentication to complete the OTR process.)
Step 9: After successful registration, navigate to the 'Apply for Scholarship' option and click on the 'Login' button.
Step 10: Select the scholarship, fill in the required details, upload the necessary documents and submit.

Note:- All the applicants are advised to fill in the information correctly on the application form.  Once the application is submitted, no changes can be made. Additionally, submitting multiple applications will result in disqualification.

  • The recipient of this scholarship can not accept any other scholarship or stipend.
  • If the applicant is found to provide false information to avail of the scholarship, the scholarship will be cancelled and any amount paid will be recovered, and their names will be forever blacklisted from obtaining another scholarship opportunity.
  • If the candidate discontinues their studies, the scholarship will be terminated and the student may be asked to refund the amount awarded.
  • The candidates belonging to one state but studying in another state will be awarded scholarships by the state to which they belong. 
  • The provisions of this scheme can be changed at any time at the discretion of the Government of India.
  • The scholarship for studying in any class will be available for only one year. If a student has to repeat a class, no scholarship will be awarded for that class for the second or subsequent year.
  • If a scholar is unable to appear in the annual examination owing to illness, the award may be renewed subject to the production of a medical certificate from the prescribed authority and acceptance of the same by the institution.
  • The entire scholarship amount will be paid directly into the bank account of the student/parent through Direct Benefit Transfer (DBT), preferably to an Aadhaar-linked account.
  • The authentication through Aadhaar would be compulsory at the time of renewals, if not provided earlier at the time of admission.
  • The state government will monitor the academic progress of the candidates regularly.
  • The students who are found to be lagging should be provided remedial coaching so that their academic outcomes will not be less than the average academic outcomes.

FAQ's

Question 1: Are all pre-matric students eligible for this scholarship?
Answer: Only students who are studying in Classes 1 to 10 are eligible to receive this scholarship.

Question 2: Is there a merit requirement for this scholarship?
Answer: There is no specific/minimum merit requirement for this scholarship. However, strong academic performance is preferred while shortlisting candidates.

Question 3: If a student is studying outside of Goa, can they still receive the scholarship?
Answer: Any student who is currently studying outside of the state of Goa can receive the scholarship provided they meet the eligibility criteria.

Question 4: How will the students receive the award?
Answer: The award will be disbursed into the Aadhaar-linked bank account of the student through the Direct Benefit Transfer method.

Question 5: Is this scholarship renewable?
Answer: The scholarship is renewable until the student passes Class 10, subject to satisfactory academic performance and 75% annual attendance.
