About The Program

Post-Matric Scholarship to SC Students, Sikkim 2024 is an opportunity offered by the Government of India through the Ministry of Social Justice and Empowerment, administered by the Department of Social Welfare, Government of Sikkim. This scholarship is available to Scheduled Caste (SC) state students pursuing studies beyond the matriculation level, including Class 11 to the postgraduate level. Selected candidates will receive an annual academic allowance of up to ₹13,500 and other benefits.

To be eligible for this scholarship, an applicant must:-

  • be domiciled in Sikkim
  • belong to the Scheduled Caste (SC) category of the state
  • be studying a post-matriculation or post-secondary course in a recognised institution/college/university 
  • have passed the matriculation or higher secondary or any higher level examination from a recognised university or board of secondary education.
  • have an annual parent(s)/guardian(s) income of not more than ₹2,50,000 from all sources

Note:- 

  • The age limit for admission as a regular student in different classes will be determined by the concerned institutions.
  • Candidates are ineligible if they repeat the same educational stage in a different subject (e.g., I.Sc. after I.A., B.Com. after B.A.) or pursue a Master's degree (M.A.) in a different subject after obtaining an M.A. in another subject.
  • Students pursuing their studies through distance learning or continuing education programs are eligible to apply. However, this applies only to courses offered by Central/State universities.
  • If a student is awarded two scholarships simultaneously, they may have the option to choose one. Their preference should be formally communicated to the awarding authorities through the Head of their Institution.
Benefits

The scholarship includes the following components for the complete duration of the course - 

  • Compulsory non-refundable fees including tuition fees as fixed by the fee/fixation rationalisation committee of the state government 
  • Academic allowance:

Note:-

  • Students with disabilities will receive a 10% extra allowance.
  • Students pursuing CA, ICWA, CS, or ICFA will be considered day scholars for academic allowance purposes.
  • Students enrolled in correspondence or online courses are not eligible for academic allowances.
  • Students who are receiving benefits from another scholarship program are not eligible for this one. However, students can still avail themselves of free housing, grants, or other financial aid provided under this scheme to help cover costs such as books, equipment, and living expenses.

Freeship Card:

According to the scheme guidelines, all students are eligible for admission to institutions without paying tuition or hostel fees upfront. To access this benefit, the state government will issue a freeship card to eligible students.

Students with freeship cards can attend school without paying fees immediately. The institution will subsequently receive the fees directly from the scholarship funds.

  • Passport-sized photograph of the student
  • One attested copy of academic transcripts including certificates, diplomas, degrees, etc.
  • Income certificate issued by the authorised state government authority for parent(s)/guardian(s)
  • A valid caste certificate duly signed by an authorised Revenue Officer (RO), of Tehsildar rank or above
  • Previous year's scholarship receipt (if applicable)
How can you apply?

Eligible applicants can apply for the scholarship through the following steps:-
Step 1: Click on the 'Apply Now' button below. 
Step 2: Click on the 'Register' button and fill in the required registration details. (Note:- If already registered, log in using Gmail/Mobile number/Email ID).
Step 3: Navigate to the 'Students' option on the left-hand side of the dashboard and click on it.
Step 4: Now, click on the 'Login' button under the OTR option as it is required to apply for a scholarship on the National Scholarship Portal (NSP).
Step 5: Click on the 'New user? Register yourself' on the left-hand side of the dashboard and click on it.
Step 6: Read the details carefully, tick the checkbox, and click on the 'Next' button.
Step 7: Enter a functional mobile number, captcha code, and OTP, then submit to complete the registration process.
Step 8: Fill in the required details and click on 'Save & Register' to complete the 'One-time registration (OTR)' process. (Note:- This is a temporary registration number, students need to download the OTR mobile application for face authentication to complete the OTR process.)
Step 9: After successful registration, navigate to the 'Apply for Scholarship' option and click on the 'Login' button.
Step 10: Select the scholarship, fill in the required details, upload the necessary documents and submit.

Note:- All the applicants are advised to fill in the information correctly on the application form. Once the application is submitted, no changes can be made. Additionally, submitting multiple applications will result in disqualification.

  • The scholarship will be given to study all post-secondary courses including intermediate, senior-secondary, diploma, long-term vocational training certificate, graduate, postgraduate degree, etc. from a recognsied institution falling in one of the below 9 categories:-
    • Institution of National Importance
    • Central or State University/Autonomous colleges recognised by the University Grant Commission (UGC) and universities/colleges recognsied under section 2(f) of the UGC act
    • Deemed universities
    • All private universities recognised by state/centre
    • Private professional institutions affiliated with a recognised Central/State University and covered by a fee fixation committee as mandated by the Supreme Court
    • Recognised schools/colleges for Class 11 and 12 
    • Diploma granting institution as recognised by the State/UT Government
    • Vocational Training Institutes affiliated with the National Council of Vocational Training (NCVT)
    • Institutions affiliated/approved by the appropriate bodies like the National Medical Commission (NMC)/All India Council for Technical Education (AICTE) etc. or any other regulatory body established by the State/Central Government
  • The scholarship will be payable for 10 months in an academic year.
  • No scholarship will be awarded to the students who didn't get promoted to the next class/level.
  • Change in the course of study will not be permitted.
  • The tenure of the award is for two/three years depending upon the period of the postgraduate course and not for an extended period of study.
  • The students domiciled in one state/UT but holding an SC certificate of another State/UT can avail the scholarship in the State/UT from which the SC certificate was issued.
  • The scholarship of a student will be cancelled in case of discontinuation of studies due to personal reasons or in case of false information provided in the online application.

 

For Renewal of the Scholarship:-

  • The scholarship will be renewed for the first year of the postgraduate course, subject to good conduct and maintaining at least 75% attendance. Attendance will be verified using an Aadhaar-based attendance system.
  • If a student fails and repeats a class, the scholarship will continue for one additional year or for the duration of the repeated class, whichever is shorter.
  • Even if a student is promoted but fails to pass the previous year's exams, they can still receive the scholarship for their new class, provided they meet all other scholarship requirements and their university/institute allows this exception.
  • If a student fails to appear for the annual exam due to illness, the scholarship can be renewed. They must provide a medical certificate from an approved authority, which must be accepted by the institution or awarding body.
