- be the son/daughter of a registered labourer under the Shops & Establishments Act, 1962, or the Factories Act, 1948, in Uttar Pradesh
- have a parent with a monthly wage not exceeding ₹24,000
- be enrolled in:
- Degree Courses: B.Tech, M.Tech, BCA, MCA, BBA, MBA, MBBS, or other technical degree programs
- Diploma Courses: Polytechnic, PGDM, or other diploma programs
- Certificate Courses: ITI or other certified vocational programs
