About The Program

Centrally Sponsored Scheme of Post-Matric Scholarship for SC Students, Jammu and Kashmir 2024, is an opportunity offered by the Ministry of Social Justice and Empowerment, Government of India, for SC students pursuing studies at the post-matric level (Class 11 to postgraduate). The scholarship aims to increase higher education participation and facilitate the educational success of disadvantaged SC students by providing financial assistance for post-matric studies. Selected candidates will receive an annual academic allowance of up to ₹13,500, along with other benefits.

To be eligible for this scholarship, an applicant must:-

  • be a citizen of India
  • be domiciled in Jammu and Kashmir
  • belong to the Scheduled Caste (SC) category of the state
  • be studying a post-matriculation or post-secondary course in a recognised institution/college/university (as specified in the terms & conditions section below)
  • have passed matriculation or higher secondary or any higher level examination from a recognised University or Board of Secondary Education
  • have an annual parent(s)/guardian(s) income of less than or equal to ₹2,50,000 from all sources
  • not hold any other scholarship/stipend
Benefits

The scholarship includes the following components for the complete duration of the course:-

  • Compulsory non-refundable fees including tuition fees as fixed by the fee/fixation rationalisation committee of the state government 
  • Academic allowance:
Courses category Hostellers (annually in ₹) Day Scholars (annually in ₹)
Group 1- Degree and postgraduate level professional courses 13,500 7,000

Group 2 - Other professional courses leading to degree/diploma/certificate

Note:-

  • 10% additional allowances will be provided to disabled students.
  • Students pursuing CA/ICWA/CS/ICFA will be considered day scholars for academic allowance purposes.
  • Students enrolled in correspondence/online courses are not eligible for academic allowances.
  • Scholarship benefits will not be provided to students who have received benefits under another scholarship program. However, under this scheme, students may utilise free housing, grants, or other forms of financial assistance to offset expenses such as books, equipment, and living costs.

Freeship Card:-

According to the scheme guidelines, all eligible students can be admitted to institutions without requiring upfront payment of tuition or hostel fees. The state government will issue a freeship card to students who qualify for this benefit.

Documents
  • A passport-size photograph of the student
  • attested copies of academic transcripts and certificates, including diplomas, degrees, etc.
  • An attested income certificate of the parent(s)/guardian(s) issued by the authority designated by the state government
  • A valid caste certificate duly signed by an authorised Revenue Officer (RO), not below the rank of Tehsildar
  • A receipt acknowledging the scholarship awarded in the previous year (if applicable)
How can you apply?

Eligible applicants can apply for the scholarship through the following steps:-
Step 1: Click on the 'Apply Now' button below. 
Step 2: Click on the 'Register' button and fill in the required registration details. (Note:- If already registered, log in using Gmail/Mobile number/Email ID).
Step 3: Navigate to the 'Students' option on the left-hand side of the dashboard and click on it.
Step 4: Now, click on the 'Login' button under the OTR option as it is required to apply for a scholarship on the National Scholarship Portal (NSP).
Step 5: Click on the 'New user? Register yourself' on the left-hand side of the dashboard and click on it.
Step 6: Read the details carefully, tick the checkbox, and click on the 'Next' button.
Step 7: Enter a functional mobile number, captcha code, and OTP, then submit to complete the registration process.
Step 8: Fill in the required details and click on 'Save & Register' to complete the 'One-time registration (OTR)' process. (Note:- This is a temporary registration number, students need to download the OTR mobile application for face authentication to complete the OTR process.)
Step 9: After successful registration, navigate to the 'Apply for Scholarship' option and click on the 'Login' button.
Step 10: Select the scholarship, fill in the required details, upload the necessary documents and submit.

Note:- All the applicants are advised to fill in the information correctly on the application form. Once the application is submitted, no changes can be made. Additionally, submitting multiple applications will result in disqualification.

  • The scholarship will be given to study all post-secondary courses including intermediate, senior-secondary, diploma, long-term vocational training certificate, graduate, postgraduate degree, etc. from a recognised institution falling in one of the below nine categories:-
    • Institution of National Importance
    • Central or State University/Autonomous colleges recognised by the University Grant Commission (UGC) and universities/colleges recognised under section 2(f) of the UGC act
    • Deemed universities
    • All private universities recognised by state/centre
    • Private professional institutions affiliated with a recognised Central/State University and covered by a fee fixation committee as mandated by the Supreme Court
    • Recognised schools/colleges for Class 11 and 12 
    • Diploma granting institution as recognised by the State/UT Government
    • Vocational Training Institutes affiliated with the National Council of Vocational Training (NCVT)
    • Institutions affiliated/approved by the appropriate bodies like the National Medical Commission (NMC)/All India Council for Technical Education (AICTE), etc. or any other regulatory body established by the State/Central Government
  • Any children of the parent/guardian will be entitled to receive the benefits of the scheme.
  • The scholarship will be payable for 10 months per academic year.
  • No scholarship will be awarded to students who do not progress to the next level/class.
  • Change in the course of study during the scholarship period will not be permitted.
  • The tenure of the award is for two/three years depending upon the period of the postgraduate course and not for an extended period of study.
  • Students living in one state/UT but holding an SC certificate from another can avail of the scholarship in the State/UT from which the SC certificate was issued.
  • The scholarship of a student will be cancelled in case of discontinuation of studies for reasons other than those approved by the scheme.

For Renewal of the Scholarship:-

  • The scholarship will be renewed during the first year of postgraduate studies, provided the student maintains good conduct and at least 75% attendance. Attendance will be verified through an Aadhaar-based system.
  • If a student fails and repeats a class, their scholarship will continue for the additional year, up to the maximum duration of the repeated class.
  • Students promoted but with outstanding exams from the previous year may still receive the scholarship for their new class, subject to meeting other scholarship requirements and their institution's approval.
  • Students who miss the annual exam due to illness can still secure renewal by providing a medical certificate from an approved authority, subject to institutional acceptance.
