About The Program

The Tamil Nadu Chief Minister’s Fellowship Programme (TNCMFP) 2024 is an opportunity provided by the Government of Tamil Nadu for students holding a first-class bachelor’s/master’s degree. The program aims to leverage the passion and expertise of young professionals to improve governance procedures and service delivery for various programs and policies in the state of Tamil Nadu. A total of 25 fellows will be tasked with monitoring, evaluation, issue identification, aiding data-driven decisions, and optimisation of the same with global best practices in various departments under the following thematic areas:

  • Augmentation of Water Resources
  • Agricultural Production, Productivity, and Creation of Marketing Linkages
  • Rural and Urban Housing
  • Improving Educational Standards
  • Improving Health Indicators
  • Social Inclusion
  • Infrastructure & Industrial Development
  • Skill Development and Entrepreneurship Development
  • Institutional Credit
  • Youth Welfare
  • Ecological Balance and Climate Change
  • Data Governance

Selected students will receive a monthly stipend of ₹65,000 and an additional allowance.

To be eligible, an applicant must:-

  • hold a first-class bachelor’s degree in professional courses like engineering, medicine, law, agriculture, veterinary, and science OR
  • hold a first-class master’s degree in arts/science from any of the universities incorporated by an Act of the Central or State Legislature in India or other educational institutions established by an Act of Parliament or declared to be deemed as a university under Section 3 of the University Grants Commission Act, 1956 or possess an equivalent qualification
  • be aged between 22-30 years as of 6th August 2024
  • have a working knowledge of Tamil

Note:-

  • Applicants in the Scheduled Caste (SC)/Scheduled Tribe (ST) category will receive age relaxation up to 35 years.
  • Applicants in the Backward Classes (BC)/Most Backward Classes (MBC) category will receive age relaxation up to 33 years.
  • Applicants with a Ph.D. degree, working experience, and research experience will be strongly preferred.
Benefits

Selected candidates will receive:-

  • A monthly stipend of ₹65,000 for 2 years
  • An additional allowance of ₹10,000 for incidental expenses such as travel, phone, data usage, etc.

Eligible candidates can apply by following these steps:-
Step 1: Click on the 'Apply Now' button below.
Step 2: Click on the 'Register' button on the right-hand side of the dashboard and fill in the required details to Register (Note:- If already registered, log in using the registered email ID.)
Step 3: Click on ‘Click here to Register and apply Online(Registration closes by 11.59 PM on 26th August 2024)’.
Step 4: Fill in the required details to get an OTP on mobile number and email address.
Step 5: Fill the OTPs and validate them, then click on ‘Submit’.
Step 6: Click on the application login link received in the provided email, then log in with the provided user ID and password.
Step 7: Click on ‘Go to Application Form’, fill in the required information and upload the necessary documents.
Step 8: Click on ‘I Agree’ and then click ‘Submit’.

Selection Criteria

Candidates will be selected through a three-stage process:-

  • Firstly, a computer-based preliminary assessment will be conducted in major cities across India to evaluate the awareness, quantitative aptitude, verbal comprehension, and logical reasoning of the applicants.
  • Secondly, a written, comprehensive examination with analytical and case-based questions will be held in Chennai. Applicants will be shortlisted for interviews based on their performance in this exam.
  • Finally, a personal interview with the selected applicants will be held in Chennai to test their working knowledge of Tamil and other key skills.

The final list of candidates will be prepared based on the combined score of the comprehensive exam and the interview.

  • The final 30 candidates who were selected for the 2022-24 scholarship under this program are not eligible to apply.
  • There is no application fee for the selection process.
  • Only online applications will be accepted.
  • Recruitment of the fellows will begin with a mandatory 30-day orientation program at the Anna Administrative Staff College, Chennai. Fellows will be selected subject to satisfactory performance in this program.
  • The fellows have to undertake field visits to districts to assess the ground situation, elicit feedback and assist in appropriate follow-up actions.
  • The fellows are required to submit monthly activity reports to the Special Programme Implementation Department and Bharathidasan Institute of Management (BIM) for review, guidance, and performance assessment.
  • The fellows must submit a final project report at the end of the fellowship tenure.
  • Fellows are eligible for a postgraduate certificate in public policy and management upon completion, subject to satisfying the eligibilities laid down by the academic partner (BIM).
  • Fellows having a Master’s degree will have the option to enrol in the Ph.D. programme in Public Policy Management, in the subsequent year, subject to satisfying minimum eligibility requirements.
  •  The candidates must tender their resignation from the fellowship with a 30-day prior notice in case of selection for another fellowship, paid assignment or public/private recruitment.
  • This Fellowship is temporary and does not grant the fellows any right to a regular appointment or continuation in any post.
  • False information, misconduct, unsatisfactory performance, or availing a similar fellowship from other sources will result in the cancellation of the fellowship.
