Note:-
- For students enrolled in integrated courses offered after Class 12, such as M.B.A./M.C.A./ B.A.-L.L.B./B.Com.-L.L.B./B.B.A.-L.L.B./M.F.A., the scholarship amount will be:
- The amount fixed for the UG course for the initial three years.
- The amount fixed for the PG course for the remaining period.

Eligible applicants can apply for the opportunity by following the below-mentioned steps:
Step 1: Click on the 'Apply Now' button.
Step 2: Click on the 'Register' button and fill in the required details to 'Register'. (Note:- If already registered, log in using Gmail/Mobile number/Email ID)
Step 3: Navigate to 'Student Registration' at the top of the dashboard and click on it.
Step 4: Enter the Parivar Pehchaan Patra (Family Id), a list of members will be displayed, select the name of the applicant, and click on the 'Generate OTP' button.
Step 5: Enter the OTP received on the registered Mobile No. and Click on the 'Verify OTP' button.
Step 6: After OTP Verification, all the details get auto-filled in the Registration Form, and cross-check the information.
Step 7: Select the Department and College, create a password and click on the 'Register' button.
Step 8: Click the login link at the portal and enter valid credentials to apply for the scholarship.
Step 9: Provide all necessary details like course, roll no., eligibility etc.
Step 10: Click on the 'Apply' button to save and submit the application.
All awards shall be made strictly on merit, determined by the aggregate marks (including optional subjects) obtained by the candidates in the specified examination held at the end of the preceding academic year only.
If an examination is conducted by more than one recognised examining body, the percentage of marks shall be calculated to three decimal places, and a combined merit list shall be prepared by the awarding authority. In case multiple students secure equal marks/percentage of marks (calculated to three decimal places), the candidate junior in age shall be given priority.
The scholarship shall be awarded on the recommendations of the following authorities, who will follow the procedure given in the succeeding paragraphs and shall forward the completed documents in respect of the eligible candidates to the awarding authority before the prescribed date, each year:
- Registrar, Jawaharlal Nehru University, New Delhi, for one Ph.D. scholarship to be awarded in this institution.
- The concerned Examination Body (e.g., Punjab and Kurukshetra University) from where a candidate passes their specified examination.
- Students must send their completed application forms, duly attested, to the Examination Bodies under registered cover before the notified date. Examination Bodies will issue Entitlement Cards to prospective candidates simultaneously with the announcement of the results. This can be done by sending the required number of cards to the Heads of the Institutions where the candidates appeared in the examination. These cards should be addressed to the scholars' residential addresses, as deemed appropriate.
- The top 75% of candidates from the total number of Open Merit Scholarships/Rural Areas Scholarships, as fixed under the Scheme, will receive these cards. Additionally, another 40% of candidates will receive cards in order of merit, but with a heading stating "Candidates to be kept on the Waiting List."
- Upon receiving the application forms, the Examination Body will prepare a merit list with full details of the candidates and submit it to the Awarding Authority, HEC Haryana.
If the concerned Examination Bodies do not receive the required documents within 15 days of the close of admissions in the State institutions, they will verify the status of the candidates. They will send a registered reminder to the candidates' residential addresses, asking them to state the institution and course they have joined within 20 days of the letter's issuance. The candidates will also be required to submit their applications and documents to the university. If no response is received from the candidates within the stipulated period, their case will be closed, and the non-award will be reported to the relevant authority.
If a scholar migrates to another college where the scholarship is tenable and they continue their studies in the awarded course, they must immediately notify the Awarding Authority upon leaving the former institution. The scholar should inform their new Head of Institution about the scholarship award, and the Head of Institution, in consultation with the former institution, should immediately initiate the transfer/renewal process with the Awarding Authority, quoting the number and date of the previous sanction order.
In case any of the contingencies outlined in the scheme or otherwise communicated occur, the Head of the Institution concerned must stop the payment to the scholar and report the incident to the Awarding Authority.
Terms and Conditions
- Candidates who pass a specific public examination recognized by the awarding authority, whether as private or regular students and pursue their studies in a recognized institution in Haryana or Chandigarh U.T. are eligible to apply for this scholarship. This also applies to bona fide residents of Haryana and their children residing in Chandigarh.
- Haryana government employees or their children/wards (as applicable) who either pass the specified examination from Chandigarh or join the specified course of studies in Chandigarh are also eligible. Additionally, students enrolled in B.Sc., M.Sc., or Ph.D. classes in specified subjects at Panjab University, whether studying in Chandigarh or passing their examinations there, are eligible if their parents/guardians practice a profession in Haryana State.
- Candidates who secure at least a second division in the specified examinations. An additional condition applies for the M.A./M.Sc. scholarship: candidates must also secure at least a second division in their specific subject.
- The Scholarship should be paid for the full academic year (i.e., 12 months) from the commencement of the year for the period for which fees are ordinarily payable.
- The Scholars shall not be permitted to combine any other Merit, Merit-cum-Poverty, or Merit-cum-Means Scholarship or stipend from any source (including University Scholarships) with these Scholarships, except for one awarded on a poverty basis, including poverty Scholarships awarded by the Sailors, Soldiers, and Airmen's Board and Scholarships for the Children of Defence Forces.
- In the case of Rural Area Merit Scholarships, the award shall be restricted only to those students whose parents (both father and mother) or guardian (husband and wife both) reside in and derive income from a profession practised by them in the specified areas, or, in the case of those who are not practising a profession, actually reside permanently in the specified areas. Candidates whose parents are in whole-time employment/service in such areas for which the Scholarships have not been reserved shall not be eligible for the award of Rural Area Merit Scholarships.
Cancellation of Scholarship:-
- The scholarship may be cancelled under the following circumstances:
- If the student or their guardian provides false, incomplete, misleading, or unclear information on the declaration or application form, and upon verification, the student is found ineligible.
- If the student fails to clear their annual promotion examination in the first attempt of a continuous course.
- If the student accepts any other stipend, scholarship, or financial assistance that cannot be combined with this scholarship, even retroactively.
- If the student engages in any political party affiliation, political protests, unlawful or subversive activities against the state or institutions, disciplinary issues, strikes, or inciting others to do so.
- Once cancelled, the scholarship cannot be reinstated for the same student. The awarding authority reserves the right to recover the entire amount paid to the student, or to write off a portion of it if recovery proves difficult or unnecessary.
- If it is subsequently discovered that a scholarship recipient was ineligible, the scholarship will be revoked, and any funds already disbursed will be recovered through appropriate means as determined by the competent authority.
Forfeiture of Scholarships:-
The scholarship shall be forfeited for the following reasons:
- If the award is not accepted by a student within three weeks.
- If the student dies.
- If the student is absent without leave for six consecutive working days.
- If the student remains on ordinary leave for more than a month at a time within the same academic year.
- If the student remains on sick leave for more than 3 months at a time or within the same academic year.
- If the student shows unsatisfactory progress in studies or is negligent or is guilty of irregularity or laziness in attendance.
- If the student transfers to another Institution, course, or subject without prior notice or permission of the Awarding Authority (to be sought in writing).
- If the scholar fails to join the new Institution within fourteen days of leaving the former Institution this period is extended by the Awarding Authority upon a written request from the scholar.
- If the student discontinues a chosen course of study before completion.
Other Conditions:-
- If a student, after passing Pre-Medical/Pre-Engineering Examinations, etc., pursues a course of general University Education instead of Engineering/Medical (where this scholarship is not admissible), their renewal claim should be referred to the Awarding Authority (through the Head of the Institution as well as directly) within one month of the declaration of the annual examination result, or one month of the commencement of the course, or within one week of joining the class/course/Institution, or by 30th September, whichever is later. Failure to do so will result in forfeiture of the scholarship.
- If the affidavit given by the parent(s)/guardian(s) of the scholar is found to be incorrect within the meaning of Sections 182-183 of the Indian Penal Code.
- It is in the best interest of the scholar to ensure that as soon as the result of the annual examination is declared, the renewal application is filled out by the Head of the Institution and is personally dispatched by the scholar to the Administering Authority (i.e., the HEC Haryana) quoting the reference number of the letter under which the award was initially communicated, or their personal folder number, if allotted, must be provided.
- The period of absence, leave, etc., specified in this rule shall be reckoned from the date of admission.
