About The Program

PM Yasasvi Post-Matric Scholarship Scheme for OBC, EBC and DNT Students, Chandigarh 2024-25 is a centrally sponsored scheme for students belonging to the OBC/EBC/DNT community of the union territory and studying at the post-matriculation level of education. The scheme is being administered by the Chandigarh Social Welfare Department for the students to pursue their higher education at the post-secondary stage of education. The selected students will receive a maintenance allowance of ₹750 and other benefits.

To be eligible, an applicant must:- 

  • be an Indian national
  • be domiciled in Chandigarh, as notified by the Central/State Government/UT administration
  • belong to the Other Backward Classes (OBC), Economically Backward Class (EBC), or De-Notified Tribes (DNT) category
  • have passed the matriculation or higher secondary examination from a recognised university or board of education
  • be pursuing a post-matriculation or post-secondary course from a recognised institution/college
  • have a total annual family income below ₹2,50,000 from all sources

Note:-

  • Students pursuing postgraduate medical courses are eligible only if they are not permitted to practice medicine during their studies.
  • Students pursuing their studies through correspondence courses, including distant and continuous learning programs are also eligible.
  • Only candidates who belong to the OBC category specified for the state/union territory where they are permanently settled are eligible. They must have passed the matriculation, higher secondary, or any higher examination from a recognised University or Board of Secondary Education.
  • Students who are repeating the same level of education in a different subject (e.g., B.Com. after B.A.) are not eligible.
  • Students pursuing a professional degree (e.g., LLB) after completing a different professional degree (e.g., B.Ed.) are not eligible.
  • Students enrolled in Class 11 or 12 are not eligible as these are considered continuous school courses. However, if the Class 10 examination from such courses is recognized as equivalent to matriculation and students continue their education beyond Class 10, they are considered post-matric students and eligible for scholarships.
  • Students pursuing postgraduate courses in medicine are eligible only if they are not permitted to practice medicine during their studies.
  • Students who have failed or passed undergraduate/postgraduate examinations in Arts/Science/Commerce can be awarded scholarships if they join recognized professional or technical certificate/diploma/degree courses and meet other eligibility criteria. However, subsequent failures are not allowed except for courses in Group 'A', and students cannot change their course after joining such a program.
Benefits

The selected scholars will receive a monthly maintenance allowance as follows:-

e) M. Phil., Ph.D., and Post Doctoral Programmes (D. Litt., D.Sc., etc.):

a) Graduate/postgraduate courses leading to degree, diploma, or certificate in areas like Pharmacy (B Pharma), Nursing (B Nursing), LLB, BFS, other para-medical branches like rehabilitation, diagnostics etc., Mass Communication, Hotel Management & Catering, Travel/Tourism/Hospitality Management, Interior Decoration, Nutrition & Dietetics, Commercial Art, Financial Services (e.g. Banking, Insurance, Taxation etc.) for which entrance qualification is minimum Sr. Secondary (10+2)

Note - Scholars who are entitled to free board and/or lodging will be paid a maintenance charge at 1/3rd of the rate for Hostellers.

Additional Provision for students with disabilities -

2) Study tour charges up to a maximum of ₹900 per annum limited to the actual expenditure incurred by the student on transportation charges etc. will be paid to the scholars studying professional and technical courses provided that the head of the institution certifies that the study tour is essential for the scholar for completion of his/her course of study.

3) Thesis typing/printing charges up to a maximum of ₹1,000 will be paid to research scholars on the recommendation of the Head of the Institution.

Students pursuing their studies through correspondence courses, including distance and continuing education programs, will be eligible for reimbursement of non-refundable fees and an annual allowance of ₹900 for essential/prescribed books, as applicable.

How can you apply?

Eligible applicants can apply for the scholarship through the following steps:-
Step 1: Click on the 'Apply Now' button below. 
Step 2: Click on the 'Register' button and fill in the required registration details. (Note:- If already registered, log in using Gmail/Mobile number/Email ID).
Step 3: Navigate to the 'Students' option on the left-hand side of the dashboard and click on it.
Step 4: Now, click on the 'Login' button under the OTR option as it is required to apply for a scholarship on the National Scholarship Portal (NSP).
Step 5: Click on the 'New user? Register yourself' on the left-hand side of the dashboard and click on it.
Step 6: Read the details carefully, tick the checkbox, and click on the 'Next' button.
Step 7: Enter a functional mobile number, captcha code, and OTP, then submit to complete the registration process.
Step 8: Fill in the required details and click on 'Save & Register' to complete the 'One-time registration (OTR)' process. (Note:- This is a temporary registration number, students need to download the OTR mobile application for face authentication to complete the OTR process.)
Step 9: After successful registration, navigate to the 'Apply for Scholarship' option and click on the 'Login' button.
Step 10: Select the scholarship, fill in the required details, upload the necessary documents and submit.

Note:- All the applicants are advised to fill in the information correctly on the application form.  Once the application is submitted, no changes can be made. Additionally, submitting multiple applications will result in disqualification.

The candidates will be selected based on the fulfilment of the eligibility criteria.

  •  A maximum of two males from the same family can receive scholarships under this scheme. This restriction does not apply to females.
  • Scholarship recipients cannot hold other scholarships/stipends concurrently. If awarded another scholarship, students can choose the more beneficial option and inform the awarding authority through their institution's head. Scholarship payments under this scheme will cease once another scholarship/stipend is accepted.
  • Students can accept additional benefits like free lodging, book grants, equipment grants, or boarding/lodging expenses (from the state government or other sources) alongside the scholarship amount.
  • Students receiving coaching assistance from the central/state government for pre-examination training centers remain eligible for the scholarship but won't receive a separate stipend under the coaching scheme during the coaching program.
  • Employed students whose combined income (theirs and their parents'/guardians') doesn't exceed ₹1,50,000 per annum are eligible for post-matric scholarships. However, the scholarship will cover only the reimbursement of compulsory, non-refundable fees.
  • Unemployed students whose parents'/guardians' total annual income doesn't exceed ₹1,50,000 are eligible for the full scholarship under the scheme.
  • Only the income of parents/husband (for married unemployed women) from all sources is considered, not income from other family members even if they earn.
    Students who become eligible due to the death of a parent affecting their family income below the scheme's income ceiling are eligible, subject to other conditions. This applies from the month of the parent's death. Applications from such students can be considered even after the deadline on compassionate grounds
  • House Rent Allowance received by parents is excluded from income calculations if it's exempt for income tax purposes.
  • An income certificate is only required once, upon admission to courses lasting more than one year.
  • The scholarship is awarded from the semester/year it's granted until course completion, subject to good conduct and regular attendance.
  • For multi-year courses, the scholarship will be renewed annually if the student secures promotion to the next higher class, regardless of whether the exams are conducted by a university or the institution itself.
  • If an OBC student pursuing a Group A course fails an exam for the first time, the scholarship may still be renewed. However, for second or subsequent failures in any year, the student will need to cover their own expenses until they are promoted to the next class.
  • If a scholar is unable to take the annual exam due to illness or unforeseen circumstances, the scholarship may be renewed for the following year. This requires a medical certificate or other valid proof submitted to the Head of the Institution, who must be satisfied the student would have passed had they taken the exam.
  • If a university/institution regulation allows promotion to the next class even if a student hasn't passed the previous year, but requires them to retake the lower class exam later, the scholarship will still be awarded for the higher class, assuming the student meets other eligibility criteria.
  • Maintenance Allowance:

    • Maintenance charges are paid from the later of April 1st or the month of admission and continue until the end-of-year exams (including holidays).
    • If admitted after the 20th of a month, the allowance starts the following month.
    • For renewed scholarships in continuous courses, payments resume the month following the previous year's final payment.
  • Textbook and Stationery Allowance:

    • The scholarship is intended to cover textbooks and stationery.
    • If the Head of the Institution reports a scholar lacking these materials, the scholarship amount may be reduced at the discretion of the scholarship authority.
  • Payment Process:

    • Scholarship money is paid directly to students by their state/union territory government according to established procedures.
  • Internship/Practical Training:

    • Scholarships are not awarded during internship/housemanship in MBBS courses or practical training in other courses if students receive remuneration or stipends during these periods.
  • Fund Allocation:

    • 30% of allocated funds are reserved for female students and 5% for students with disabilities.

Scholarship Termination and Repayment:

  • Unsatisfactory Progress or Misconduct:

    • The scholarship can be terminated, or payments stopped/withheld, if the Head of the Institution reports unsatisfactory progress, misconduct (including strikes or unauthorized absences), or any reason deemed fit by the scholarship authority.
  • False Information:

    • Scholarships obtained through false statements will be immediately cancelled, and any payments made may be recovered at the state government's discretion. The student will also be blacklisted from future scholarship schemes.
  • Changing Course or Institution:

    • Changing the course or institution without prior state government approval will result in scholarship cancellation. The Institution Head will inform the scholar and stop payments. Previously paid amounts may also be recovered at the state government's discretion.
  • Discontinuing Studies:

    • Students who discontinue their studies during the awarded year may be required to repay the scholarship amount at the state government's discretion.
  • Changes to Scheme:

    • The Government of India has the authority to modify the scholarship scheme at any time.
