To be eligible, an applicant must:-
- be an Indian citizen and a permanent resident of one of the following Northeastern states:-
- Assam
- Arunachal Pradesh
- Manipur
- Meghalaya
- Mizoram
- Nagaland
- Sikkim
- Tripura
- be enrolled in a diploma, degree or postgraduate course or be registered in an M.Phil. or Ph.D. program
- have passed the required qualifying examination (HSLC/HSSLC/Secondary School Leaving/Senior Secondary Leaving Certificate) from a recognised state/central board (for diploma courses).
- have scored a minimum of 60% marks in the qualifying examinations
- have an annual family income of less than ₹8,00,000 from all sources
Benefits
The selected students will receive the scholarship under this scheme as per the rates given below:-
- For diploma level courses: ₹20,000 per annum
- For degree level courses: ₹22,000 per annum
- For PG courses: ₹25,000 per annum
- For M.Phil/Ph.D. degree: ₹30,000 per annum
Documents
- Permanent residence certificate issued by the Deputy Commissioner/Additional Deputy Commissioner/Sub-divisional officers of civil sub-divisions in the North Eastern States except Sikkim where Certificate of Identification (COI) is issued by the respective Deputy Commissioner in the Govt. of Sikkim to its Permanent residents (Note:- A certificate from any other authority will not be accepted.)
- Income certificate issued by the Competent Authority
- Bank account passbook (Note:- Account must be in the name of the applicant.)
- Marksheet of previous qualifying examination
- Synopsis signed by the project guide/director(Research) or any official authorised by the Institute/University in the case of M.Phil/Ph.D. degree candidates
How can you apply?
Eligible applicants can apply for the scholarship through the following steps:-
Step 1: Click on the 'Apply Now' button below.
Step 2: Click on the 'Register' button and fill in the required registration details. (Note:- If already registered, log in using Gmail/Mobile number/Email ID).
Step 3: Navigate to the 'Students' option on the left-hand side of the dashboard and click on it.
Step 4: Now, click on the 'Login' button under the OTR option as it is required to apply for a scholarship on the National Scholarship Portal (NSP).
Step 5: Click on the 'New user? Register yourself' on the left-hand side of the dashboard and click on it.
Step 6: Read the details carefully, tick the checkbox, and click on the 'Next' button.
Step 7: Enter a functional mobile number, captcha code, and OTP, then submit to complete the registration process.
Step 8: Fill in the required details and click on 'Save & Register' to complete the 'One-time registration (OTR)' process. (Note:- This is a temporary registration number, students need to download the OTR mobile application for face authentication to complete the OTR process.)
Step 9: After successful registration, navigate to the 'Apply for Scholarship' option and click on the 'Login' button.
Step 10: Select the scholarship, fill in the required details, upload the necessary documents and submit.
Note:- All the applicants are advised to fill in the information correctly on the application form. Once the application is submitted, no changes can be made. Additionally, submitting multiple applications will result in disqualification.

Selection Criteria
Selection for M.Phil. and Ph.D. degree programs will be based on the relevance of the research topic/synopsis to problems and issues of the North Eastern Region. Basic and theoretical research will generally not be favoured, with priority given to topics directly, specifically, and currently relevant to the region. Additionally, the scholarship is awarded purely on merit based on marks obtained in the qualifying exams, considering the level-of-course-wise slots allotted to each state.
In case of tie-in marks, the candidate with a lower family income will be given preference.
Scholarships are awarded solely based on merit, with no reservations for category, religion, or gender.
Important documents
Terms and Conditions
- The scholarship is not available for internships or practical training programs. Students cannot change their subject or institution while receiving the scholarship.
- The Nodal Officer has the authority to accept, reject, or mark applications as incomplete.
- The scholarship will be disbursed directly to students' verified bank accounts linked to Aadhaar using DBT mode, as per government guidelines. Students must maintain an active account throughout the scholarship period.
- The North Eastern Council (NEC) is not responsible for payment failures at the bank level.
Application Renewal -
- A scholarship is awarded for the entire course duration or as per renewal process limits. No separate merit list is generated for renewals.
- Renewed scholarships are disbursed directly to verified bank accounts via DBT, following government guidelines.
- Students who change their subject of study are ineligible for renewal if they received the scholarship for the previous course.
- Renewals are granted for one academic year unless otherwise specified.
- Existing beneficiaries must submit a renewal form on the NSP annually throughout their studies. To qualify for renewal, students must pass the previous year or be promoted, without failing courses or having backlogs for more than a year.
- Students who fail to meet these requirements (promotion or no backlogs) will forfeit the scholarship for the remaining course and will not be eligible for renewal applications in subsequent years. However, they can reapply as a new applicant if they are admitted to an advanced course later.
