National Overseas Scholarship for ST 2022-23 is an opportunity offered by the Minister of Social Justice and Empowerment (Government of India) to post-doctoral, Ph.D., master’s degree holders. The scheme aims to provide financial assistance to students who want to pursue studies abroad in certain subjects. The financial assistance will be sanctioned to the ST students for below two categories -

  • Scheduled Tribes 
  • Particularly Vulnerable Tribal Groups (PTG)

The selected students will receive annual maintenance allowances, contingency and equipment allowances and other benefits.

    Eligibility

    To be eligible for the scholarship, an applicant must -

    • Belong to the ST category
    • Be below 35 years of age as of 1st July of the relevant year of the award
    • Have passed the graduation/postgraduation/Ph.D. examination 
    • Be admitted to regular and full-time master’s/Ph.D/Post-doctoral courses in accredited universities/Institutions abroad after selection
    • Have a family annual income of less than INR 6 lakh per annum from all sources

     

    Minimum Qualifications - 

    For Post-doctoral - 

    • Have secured 55% marks or equivalent grade in relevant master's degree and Ph.D.
    • Have 5 years of experience in research/technology in the concerned field

     

    For Ph.D. - 

    • Have secured 55% marks or equivalent grade in relevant master's degree 
    • Have 2 years of experience in research/technology/M.Phil. degree in the concerned field

     

    For Master's Degree -

    • Have secured 55% marks or equivalent grade in relevant bachelor's degree and PhD
    • Have 2 years of experience in the concerned field

     

    Benefits

    A total of 20 awards per year will be sanctioned to ST students. The candidates will receive financial assistance in the following way - 

    Annual maintenance allowance - 

    The annual maintenance allowance of US Dollars 15,400 ($ Fifteen thousand four hundred only) in the US and pound sterling 9,900 (£ Nine thousand nine hundred only) for all levels of courses covered under the scheme. For other countries, US Dollar or equivalent rates will be applicable.

    Annual contingency and equipment allowance - 

    The annual contingency and equipment allowance of USD 1,532  for the candidates in US and £ 1,116 for candidates in the United Kingdom will be given for books/essential apparatus/study tour/typing and binding of thesis etc. For other countries, US Dollar or equivalent rates will be applicable.

    Other benefits - 

    • Actual pol tax will be paid, wherever applicable.
    • Actual visa fees in Indian rupees will be paid.
    • Local travel fares will be permissible from the port of disembarkation to the place of study and back. 
    • Tuition fees will be admissible.
    • Actual medical insurance premium as charged will be admissible.
    • Incidental journey expenses up to US Dollars 18.70 or its equivalent in Indian rupees are permissible.
    • The air travel grant for the shortest route from India to the nearest educational institution and back to India by economy class through the national carrier will be provided.

     

    Note - 

    • All awardees who are already studying abroad are also eligible to benefit from the revised rates approved in the scheme and the likely impact of the scheme in its revised form.
    • The mode of disbursement of above listed financial assistance will be decided by the Government of India and Indian Missions abroad.

    • Family Income certificate [Issued & signed not the below rank of Tehsildar]
    • A copy of the latest tax assessment
    How can you apply?

    The eligible candidates can apply for the scholarship by following the below-mentioned steps - 
    Step 1:
    Click on the 'Apply Now' button. 
    Step 2: Check the box beside 'I have read and understood the guidelines/instructions for registration' and click on Continue.
    Step 3:
    Fill in the required information and submit it to 'Register'.
    Step 4:
    Once registered successfully, log in using the registered user id and password. 
    Step 4: Fill in the relevant information, upload the supporting documents and submit.

Selection Criteria

The following procedure will be followed to shortlist the candidates for the scholarship - 

  • All applications received within the stipulated period will be placed before the screening committee for shortlisting. After that, the shortlisted candidates will be called for an interview.
  • Post interview, a merit list will be prepared based on the assessment of individual candidates by the Selection Committee.  

Note - 

  • In case of a tie between two or more candidates, the one who is eldest (as by date of birth) will be placed above the others as per the date of birth recorded in the Secondary School Certificate.
  • Call letters to the eligible candidates for interview will be posted on the website of the ministry.
Terms and Conditions
  • Bachelor level courses in any discipline are not covered under the scheme.
  • Financial assistance will be provided after the completion of the course/research or the following period, whichever is earlier - 
    • Post-doctoral research - One and a half year
    • Ph.D. degree - 4 years 
    • Master's degree - 1/2/3 years depending upon the duration of the course
  • If for any specific year, successful candidates are not available to the extent prescribed for either of the specified categories, the awards for that year will be inter-changeable vice-versa between these categories.
  • A total of six awards (30%) are earmarked for girls. However, in case the earmarked slots remain unfilled, they will be transferred to boys.
  • Expenses and logistics covered by the award will be strictly limited to the candidate.
  • Priority will be given to candidates who have already secured a preliminary letter/offer of admission. The second priority will be given to those who cleared GRE/GMAT/TOFEL etc. and have started applying to various universities and thereafter other candidates.
  • The jurisdiction of the scheme is extended to provide mentioned financial assistance only to the selected candidates for pursuing higher education in specified subjects. The scheme does not cover any area related to the employment opportunities of the awardee after receiving the award.
  • The candidates who are in employment can directly apply through the ministry's online portal. However, the application of such candidates will be treated as valid only if a recommendation along with a No Objection Certificate (NOC) from the employer is submitted to the ministry within 15 days from the last date for applying online as specified in the advertisement of the scheme.
  • The finally selected candidates shall obtain admission and join an accredited university/institution abroad within two years from the date of communication of selection. On the expiry of this specified period of time, the award will be cancelled automatically and come to an end. No request for an extension of time for availing the award is permissible under the scheme. 
  • The candidate cannot change the course of study/research for which scholarship has been sanctioned except with prior written approval of the Ministry of Tribal Affairs.
  • All administrative matters such as study leave, salary etc. will be paid by the candidates directly to their employer as per the rules of the serving organization. This ministry will not take any responsibility or provide assistance in this regard.
  • If the awardee is unable to successfully complete the course or if the Guide/Head of the Department of the candidate certifies that the candidate is not paying attention, then the Ministry shall have the right to exempt him/her from the penalty clause of “Defaulter under the Scheme”. In such cases, the Indian Missions will provide the return air passage to India by the shortest route and economy class.
