MOE Taiwan Scholarship Program 2024 is an opportunity offered by the Ministry of Education of Taiwan to international students who want to pursue undergraduate or postgraduate studies in Taiwan. 

The main objective of this program is to encourage outstanding South Asian students to undertake degree studies in Taiwan to familiarise themselves with the academic environment in Taiwan. This scholarship program will also aid in promoting communication, understanding, and friendship between Taiwan and South Asian countries including India, Bhutan, Bangladesh, Sri Lanka, Nepal, and Maldives.

The selected scholars will receive a monthly stipend of up to NT$ 40,000 and other benefits.

    Eligibility

    To be eligible, an applicant must:-

    • be a national of one of the South Asian countries
    • hold senior secondary school graduation diploma or post-secondary degree(s)
    • have an excellent academic record
    • be of good moral character

     

    Note:- 

    • Applicants can apply for not fully English-taught programs only if they have cleared their ”Test of Chinese as a Foreign Language” (TOCFL) Level 3 test.
    • Applicants who have not cleared their “Test of Chinese as a Foreign Language” (TOCFL) Level 3 test must only apply for fully English-taught programs.
    • A student in any of the following categories is “ineligible” to apply:
      • An R.O.C. (Taiwan) national or overseas Chinese student
      • Students already holding or enrolled in a program at a Taiwanese university/college, except for graduating students pursuing a higher degree. This exception applies only to the year of their graduation.
      • Students who already hold a degree from Taiwan at the same level as the one they are applying for.
      • An exchange student or dual/joint degree student admitted to a university/college in Taiwan under an academic cooperation agreement between that institution and an overseas university/college.
      • Students who have already been a Taiwan scholarship recipient for a total of five years.
      • Students who have previously had their Taiwan Scholarship or MOE Huayu Enrichment Scholarship revoked.
      • Recipients of other government/education institution scholarships/subsidies, including university/college tuition supplements exceeding the scholarship limit.
    Benefits

    The selected scholars will receive the following benefits under this scholarship:

    • Tuition and Miscellaneous Expenses:
      • The Ministry of Education (MOE) will cover approved tuition and miscellaneous expenses up to NT$ 40,000 (approximately ₹1,05,722.79) per semester. Students will be responsible for any amount exceeding NT$ 40,000.
      • Miscellaneous expenses include course-credit fees and basic study-related fees but exclude administration fees, thesis supervision fees, insurance premiums, accommodation, and internet access.

     

    • Living Allowance:
      • Undergraduate students will receive a monthly stipend of NT$ 15,000 (approximately ₹39,646.40).
      • Master's and doctoral students will receive a monthly stipend of NT$ 20,000 (approximately ₹52,861.86).
    Documents
    • Taiwan scholarship application form
    • A copy of the applicant’s passport or other nationality certificates
    • A copy of admission application materials to universities/colleges in Taiwan. (e.g., copies of application fee remittance, application form, receipt of application from universities/colleges, emails.)
    • Two reference letters only: personally signed. (i.e. from a Taiwanese Mandarin teacher, a University/College Vice Chancellor, President, Principal, Professor, or Supervisor.)
    • A copy of the highest degree certificate and academic transcripts (CGPA 6.5 and above)

    Note:- If the percentage is not presented on the transcript, students must mention the percentage and ranking on the back side of the transcript. If issued by international educational institutions, these documents must be authenticated by an overseas Representative Office or be sealed and delivered by the awarding institutions. Documents in a language other than Chinese or English must be translated into Chinese or English, and the translated documents must be authenticated. Original certificates and transcripts are also mandatory documents for applying for a Student Visa.

    • A copy of a language proficiency certificate:
      • Applicants to programs not taught entirely in English must demonstrate proficiency by submitting a copy of Test of Chinese as a Foreign Language (TOCFL) results or certificate at Level 3 or above
      • For applications to English-taught programs, applicants must submit TOEFL/IELTS scores or other recognised English proficiency exams or evidence of a degree awarded in English. Citizens of countries where English is an official language are exempt, but the chosen program must be MOE-accredited (listed on the TECC India website).
      • If the program isn't MOE-accredited, applicants must provide an official university/college document confirming it's fully taught in English.
    How can you apply?

    Eligible applicants can apply for the scholarship by following the below-mentioned steps - 
    Step 1: Click on the 'Apply Now' button.
    Step 2: Click on the 'Register' button and fill in the required details to 'Register'. (Note - If already registered, log in using Gmail/Mobile number/Email ID.)
    Step 3: Navigate to '2024 MOE Taiwan Scholarship Application Form TECC in India' under the files attached section and download the application form.
    Step 4: Send the application with all the required documents to the below address via post or in person on or before 31st March 2024, between 9:00 AM-3:00PM:

Selection Criteria

The candidates will be selected based on the fulfillment of the eligibility criteria. TECC in India will select the successful candidates and place some candidates on a waiting list.

Scholarship recipients must maintain a minimum average CGPA of 6.5 throughout their program. For institutions with different grading systems, the TECC in India will convert grades using established conversion methods or consider alternative indicators of academic excellence, such as university rankings (e.g., NIRF), to select outstanding students.

After a paper review of eligibility and supporting documents, interviews will be conducted in person or by video conferencing to interact with applicants and assess their suitability, including demeanor and moral character.

 

Note:- Applicants with a Test of Chinese as a Foreign Language (TOCFL) certificate or a recommendation from their Taiwanese Mandarin teacher will be given preference. For programs taught entirely in English, submit TOEFL/IELTS scores or a government-recognised English language proficiency test certificate at the intermediate level (or a score of at least 75%).

Terms and Conditions
  • Successful candidates must submit a photocopy of their letter of admission to the Education Division, TECC India, by June 30 to confirm eligibility.
  • Admission and document submission are mandatory for Taiwan Scholarship eligibility. Non-admitted applicants and those who miss the submission deadline will forfeit their scholarship.
  • The TECC in India will offer forfeited scholarships to candidates highest on the waiting list. The final list of recipients will be finalized by July 31.
  • The Taiwan Economic and Cultural Center (TECC) in India will consider the potential of scholarship recipients to contribute to Taiwan's national development. This includes contributions both in their home country and in Taiwan, specifically in the areas of business and industry, economy, and education.
  • A scholarship recipient may transfer once during their degree program to another university, college, or department, with the approval of both institutions.
  • Scholarship recipients wishing to transfer to a different degree program at another university, college, department, or graduate school can re-apply to the original Taiwan Representative Office.
  • For scholarship transfers, the original university must inform the recipient, the new university, and the Ministry of Education (MOE) of the scholarship type, award period, and transfer date. The new university must confirm its acceptance of the transfer date to both the recipient and original university. Finally, both universities must submit transfer copies to the MOE, relevant Taiwan Representative Offices, and the MOE-designated office.
  • Scholarship recipients must submit their “Test of Chinese as a Foreign Language” (TOCFL) results/certificate to their university/college within the time limit specified.
  • Recipients are responsible for all expenses beyond tuition and fees. In case of financial hardship, they may request their registered universities/colleges to deduct payments from their subsistence allowances.
  • Recipients' scholarships may be suspended or revoked if their academic performance, conduct, or attendance falls below the standards set by their registered university/college, following the institution's rules and regulations.
  • Taiwan Scholarship recipients found to be simultaneously receiving any other award or subsidy from Taiwan government agencies or education institutions risk having their scholarships revoked and any stipend and subsistence allowance received during the overlap period returned.
  • Recipients are required to join the National Health Insurance plan, but may only be required to purchase additional medical insurance beforehand according to specific national regulations.
  • Recipients are prohibited from engaging in any unauthorised employment, including part-time work, while in Taiwan. Engaging in any labor activity without prior MOE approval for award renewal or notifying your university/college will result in scholarship revocation and require the return of all stipends and subsistence allowances received during the employment period.
  • Any scholarship recipient submitting forged, misleading, altered, or false documents during application or enrollment will have their scholarship revoked and be required to repay all received living allowances, tuition fees, and miscellaneous expenses covered by the scholarship, from the start date of the award to the date of revocation.
  • Scholarship recipients are required to comply with the Ministry of Education's (MOE) policies and actively participate in language and culture-related teaching, exchanges, and activities.
