About The Program

Hubert H. Humphrey Fellowship Program 2024-25 is an opportunity offered by the United States-India Educational Foundation (USIEF) for young and mid-career professionals in leadership positions who have a commitment to public service. The program is designed to meet the requirements of policymakers, planners, administrators, and managers in the government, public and private sectors, who are committed to public service, demonstrated leadership potential and are committed to their own country's potential. The fellowships are awarded in the fields of -

  • Agricultural and Rural Development
  • Communications/Journalism
  • Economic Development
  • Educational Administration, Planning and Policy
  • Finance and Banking
  • Law and Human Rights
  • Natural Resources, Environmental Policy, and Climate Change
  • Public Health Policy and Management
  • Public Policy Analysis and Public Administration
  • Substance Abuse Education, Treatment and Prevention
  • Technology Policy and Management
  • Urban and Regional Planning

The fellowship provides training in prevention research, epidemiology, treatment, and substance abuse policy research. Selected candidates will be working on the problems of alcohol, drugs and tobacco abuse and other major related areas. The fellowship will also provide tuition fees, a monthly maintenance allowance and other benefits to the selected candidates.

EligibilityDeadline Date: Closed

To be eligible, an applicant must -

  • have completed the equivalent of a U.S. bachelor's degree
  • possess a four-year bachelor's degree/master's degree/full-time postgraduate diploma if the bachelor's degree is of less than four years duration
  • have professional experience of at least 5 years prior to August 2024 in the respective field
  • have demonstrated leadership qualities
  • have a record of public service
  • give the undertaking to return to India upon completion of the fellowship

 

Note - Candidates who match the following descriptions will be considered ineligible for the fellowship:

  • Individuals who have attended a graduate school in the United States for one academic year or more during the seven years prior to August 2024.
  • University teachers with no management or policy responsibilities, except for teachers of English as a foreign language and specialists in substance abuse prevention and treatment.
  • Individuals with less than five years of full-time professional experience prior to August 2024.
  • Individuals who have had more than six months of U.S. experience during the five years prior to August 2024.
  • The individuals must not have participated in recent State Department exchange programs.
  • Individuals with dual U.S. citizenship or U.S. permanent resident status.
Benefits

The selected candidates will receive the following awards - 

  •  Tuition fees
  •  Monthly maintenance allowance
  • Accident and Sickness Program for Exchanges as per U.S Government guidelines
  •  Round-trip international air travel to the host institute
  •  Allowances for professional activities
  •  Modest allowance for books and supplies
  •  Domestic travel to the Washington, D.C. workshop

 

Note - These fellowships do not provide an allowance for dependents, and the stipend provided under the grant is not sufficient to support family members. The program will involve a number of activities where it will be difficult to include dependents.

Eligible candidates can apply for the fellowship by following the steps mentioned below:

Step 5: Fill in the required details and complete the registration.
Step 6: After registering successfully, log in using valid credentials.
Step 7: Fill in the required information and upload the required documents in the suggested format to complete the application process.

The candidates will be selected based on the fulfilment of the eligibility criteria.

Terms and Conditions
  • Placement at a specific university requested by a candidate cannot be arranged.
  • In the case of central or state government employees, the signed copy of the employer’s endorsement form should be forwarded through the cadre controlling authority.
  • In the case of employed candidates, the employer's comments in the employer’s endorsement form must indicate that leave will be granted for the fellowship.
  • The referee (s) should complete a confidential report of reference by the application deadline.
  • Incomplete applications or applications submitted after the deadline will not be considered.
  • Candidates should be proficient in both written and spoken English and will be required to take the Internet-based Test (iBT) of English as a Foreign Language (TOEFL).
