To be eligible, the applicant must:-
- possess a 15-year residency certificate in Goa
- be under 35 years of age as of 31st July 2024
- have qualified in an examination recognised by Goa University for Ph.D. admission
- meet one of the following criteria:
- Have confirmed Ph.D. registration at Goa University within the last year of application submission.
- Be enrolled in a Ph.D. program at Goa University for less than 3 years at the application deadline, with at least one published article as lead or corresponding author in a UGC-CARE Group II journal arising from their Ph.D. work.
Note:-
- The applicant must not receive any other fellowship/salary while receiving this fellowship.
- Only full-time researchers are eligible to receive this fellowship.
- Candidates who haven't completed three years of their Ph.D. program at Goa University by the application deadline can still apply if they have at least one published article from their Ph.D. research as lead or corresponding author in a UGC-CARE Group II journal.
- Scheduled Caste (SC)/Schedule Tribe (ST)/Other Backward Classes (OBC)/Person with Disabilities (PwD) and female candidates are eligible for a 5-year age relaxation.
- Selected fellows cannot hold any other concurrent fellowship or salary from government or non-governmental sources during the award period.
- The fellowship is tenable only at Goa University, its affiliated/autonomous colleges, or recognized research centers. The host institution is responsible for providing the necessary administrative and infrastructure support.
- The fellowship is a two-year award with a possible one-year extension. Students must be admitted to Goa University and have published at least one article as the first or corresponding author in a UGC-CARE Group II journal within the past two years to be eligible for the extension.
- If a fellow submits their thesis during the fellowship period, the submission date becomes the official end date of the fellowship.
Benefits
Selected doctoral fellows will receive a monthly stipend of ₹25,000 and an annual contingency grant of ₹25,000.
Note:-
- The fellowship is awarded for a period of two years, with the possibility of extension for a third year contingent upon the doctoral fellow's performance.
- Grant funds will be released directly to the institution/college/research institution for disbursement as per the project requirements.
- Instruments, equipment, books, journals, and other resources acquired with the grant will become the property of the institution.
- The institution is expected to facilitate the sharing of these resources with other researchers within its capabilities, while ensuring their long-term preservation.
- After the fellowship is completed, the resources should be deposited with the institution for continued use in research activities.
- The fellowship amount can be used as a monthly stipend to support the doctoral fellow's research work.
- The contingency grant can be used for various research-related expenses, including:
- Consumables (chemicals, glassware, etc.)
- Project-related domestic travel (attending workshops, conferences to present research)
- Spares for apparatus
- Research materials (photocopies, microfilms)
- Typing, stationery, postage
- Internet, fax, computation, printing
- Purchasing books and other project-related items

Eligible applicants can apply for the fellowship by following the below steps:-
Step 1: Click on the 'Apply Now' link below.
Step 2: Click on the 'Register' button and fill in the required registration details. (Note:- If already registered, log in using Gmail/Mobile number/Email ID).
Step 3: Read the details carefully, navigate to the bottom of the page and click on the ‘Apply Now’ button.
Step 4: Fill in the required details and click on the ‘Submit’ button to 'Register'.
Step 5: Verify the email address with the mail received on the provided email during the registration process.
Step 6: Upon successful registration, log in with your credentials, navigate to the "Fellowship" tab, and select the "GSRF Doctoral Research Fellowship Scheme" option.
Step 7: Navigate to ‘Apply Now’ and click on it.
Step 8: Fill in the required information, upload the necessary documents, and submit the application.

Selection Criteria
Selection Process:
- An expert committee will review shortlisted applications and assign scores.
- The GSRF Governing Council makes final fellowship selections based on scores and committee recommendations, also considering available funding.
Grant Release:
- The timely grant releases depend on submitting the below documents:
- 6 months progress report
- Satisfactory performance reports from the research guide in every six months
- Annual work reports of the first year
- Annual statements of expenditure and utilization certificates of 1st and 2nd year
- Final technical report (second year)

Terms and Conditions
- Awardees must submit their acceptance certificates within two weeks to GSRF. The Head of the Institution should forward the certificates to expedite the approval/sanction letter process.
- The fellowship is not transferable.
- If a research guide/mentor transfers within Goa University, both institutions must provide a No Objection Certificate (NOC) confirming the transfer and continued support for the fellow's research. GSRF approval is required.
- Fellows are encouraged to publish research findings in high-repute journals (UGC-CARE Group II). Acknowledgement of GSRF support is mandatory.
- Fellows must inform GSRF of any publications resulting from the fellowship, even after its completion. A soft copy of each published paper is required.
- GSRF reserves the right to terminate the fellowship if satisfactory progress or appropriate use of funds is not demonstrated.
- Extensions are not permitted under any circumstances.
- GSRF may relocate instruments/infrastructure developed during the fellowship to a centralised facility upon project completion.
