About The Program

The Government of Romania Scholarship 2026-27 is offered by the Ministry of Foreign Affairs of Romania. The scholarship is a prestigious financial award designed to support outstanding international students from non-EU countries pursuing undergraduate, master's, or doctoral programs. Selected candidates will receive full tuition fee exemption, free accommodation in student dormitories, and a monthly stipend depending on the study level, for the complete duration of their program.

To be eligible, an applicant must:-

  • be an international student from a non-EU country
  • pursue a full-time undergraduate/master's/doctoral degree program in any field 
  • have good academic results with a minimum average of 7 (according to the Romanian grading system) or equivalent "Good" score
  • not have previously received a Romanian Government scholarship for the same study cycle

Note:-

  • Bachelor's and Master's programs are taught in the Romanian language only; a 1-year preparatory language course is provided for non-Romanian speakers.
  • PhD programs may be offered in Romanian or English/foreign language, depending on the doctoral school.
  • Applicants who are Romanian citizens, members of diplomatic corps, or staff of international organisations in Romania are not eligible.
Benefits

The selected students will receive:

  • Exemption from registration, application processing, Romanian language testing, doctoral admission contest, and specific aptitude test fees
  • Coverage of tuition fees for the 
    • Romanian language preparatory year
    • full duration of the study program, within one university cycle
  • Monthly scholarship during Bachelor’s, Master’s, or doctoral studies, within one university cycle
  • Coverage of student dormitory accommodation costs within the allocated Ministry budget, subject to availability and coordination with the host university
Documents
  • Certified copies of diplomas (Baccalaureate/Bachelor's/Master's/PhD if applicable) with authorised translation into English, French, Spanish, or Romanian
  • Academic transcripts
  • Copy of birth certificate
  • Copy of the first three pages of the passport 
  • Curriculum vitae (English or Romanian)
  • For PhD applicants: Letter of intent, list of academic works/publications, research project description, and agreement from doctoral tutor
  • For applicants under 18: Parental consent declaration
  • Medical certificate 

Note:

  • All study documents must be apostilled under the Hague Convention or authenticated by the relevant authorities in the home country (e.g., ministries of education).
  • The documents must be scanned individually, after the original, in pdf format.

Terms and Conditions
  • Scholarship does not cover international transport costs or domestic transport from the Romanian border to the university.
  • Students must comply with Romanian laws and university regulations.
  • Students must obtain a long-stay visa for Romania after receiving a Letter of Acceptance.
