About The Program

The Legislative Assembly of the National Territory of Delhi has proposed to set up the ‘Delhi Assembly Research Centre (DARC)’ with the objective to create a repository of valuable research and reference material for use of the lawmakers and other stakeholders. Thus, they invite applications from meritorious youth between the age of 21 to 35 years and provide the opportunity to earn up to INR 1 Lakh.

The following applicants are eligible for the fellowship: 

  • Between the age of 21 and 35 years as on 01.04.2019
  • Education Qualification for Fellows:
    • Doctorate/Ph.D with one-year full-time experience. OR
    • Post Graduate with minimum 60 % of marks (or equivalent CGPA) with a minimum of 2  years of full-time work experience. OR
    • Professionals like Chartered Accountants, Architects, Company Secretaries etc, who are registered with their respective professional bodies having a  minimum of 2 years of post-registration work experience.OR
    • Graduate with minimum 60 % of marks (or equivalent CGPA) with a minimum of 4 years of full-time work experience.
  • Associate Fellows Eligibility Criteria: 
    • Post Graduate with minimum 60 % of marks (or equivalent CGPA).
    • Professionals like Chartered Accountants, Architects, Company Secretaries etc, who are registered with their respective professional bodies.
    • Graduate with minimum 60 % of marks (or equivalent CGPA) with minimum one year of full-time work experience. 
  • Associate Fellows (Media) Eligibility Criteria:
    • Post Graduate Degree or Diploma in Mass Communication or Journalism with minimum 60 % of marks. 
    • Graduate in Mass Communication or Journalism with minimum 60 % of marks (or equivalent CGPA) with minimum one year of full-time work experience.

 

Benefits

The selected scholars will receive the following benefits: 

  • An opportunity to be a part of the Delhi Assembly Research Centre (DARC) 
  • A chance to be involved in the crucial phase of legislation, committees and overall governance 
  • A monthly consolidated stipend will be given in the following way:
    • INR 1 Lakh to Fellows
    • INR 60,000 to Associate Fellows

  • Recent Photograph in JPG format and not exceeding 30 Kb
  • Updated Resume not exceeding 2 pages and 50 Kb in pdf format
  • A personal statement

  • Submission deadline: 25th February 2019 (up to 11.59 PM)
  • Notification to shortlisted applicants for Interview: 9th March 2019 
  • Final interviews: 13th March to 17th March 2019 
  • Announcement of the final list of selected applicants: 22nd March 2019
  • Final date for selected candidates to accept the offer: 29th March 2019 
  • Fellowship programme begins: 01st April 2019 2019 

Note: The dates are subject to change at the discretion of the provider. 

Selection Criteria

The selection will be held in two stages, fellows and associate fellows will be shortlisted in the following way:

  • Stage 1: Screening / Shortlisting of Online Applications
    • The first round of shortlisting of candidates will be done by evaluating the academic performance, professional qualifications, the credibility of the institution, motivation for the Fellowship programme and the applicants response to the personal statement (in the form of an essay), total year and relevance of work experience. Only short-listed candidates will be contacted for the interview round.
       ​
  • Stage2: Personal Interview 
    • The final round will consist of a face-to-face interview with a panel comprising experts from academia and civil society and officers. Candidates will be interviewed either in-person in Delhi or through video conferencing.

Terms and Conditions
  • Professionals such as MBBS, LLB etc., with a minimum of  5 years course of study after 12th Class will be considered as Post Graduates.
  • Candidates have to clearly mention the kind of work experience specifying if it was full-time paid work or voluntary work along with the dates. They have to furnish the original experience certificates at the time of interview.
  • Self-employed candidates will have to submit their Income Tax Returns as proof of their experience.
  • Candidates convicted or with pending criminal cases shall not be considered, candidates are required to submit an undertaking to this effect. The Delhi Assembly shall be sending the particulars of the selected candidates to the Police authorities for verification.
  • Candidature of applicants who have furnished false information on any of the above requirements shall be summarily canceled besides legal proceedings and recovery of expenditure already incurred on the candidate including litigation expenses.
  • Maximum tenure of two years, initially one year and extendable for the next year based on the performance of the individual, and subject to mutual  agreement, will be allowed to the deserving Fellows/ Associate Fellows
  • Selected Fellows / Associate Fellows will undergo a structured induction programme over the first two weeks where they will get inputs on the structure and functioning of the government along with other information and details. 
  • Lectures will be delivered by subject experts and experienced personnel in various fields.
  • Applicants are advised to check their details in form preview before final submission of the form. For any change or update, the applicants have to click on the “UPDATE” button.
  • Once the form is submitted then the applicant cannot change their information.
  • After successful submission of the form, the applicant can download a softcopy of the same any time after submission by logging via Application form link.

Q. Who are the major stakeholders involved in managing the Fellowship programme? 
 A. 
The DARC Fellowship Programme is being managed by the Delhi Assembly. The knowledge partner of the selection process of the programme is the Dehil Technological University (DTU). 

 

Q. What is the total number of seats available in the Fellowship/ Associate Fellowship programme?
A.
50 Fellows and 90 Associate Fellows including 10 Associate Fellows (Media) will be selected in the respective year. 

 

Q. What are the desired qualifications of the programme? 
A.
The following criteria are expected to be fulfilled by the selected fellows: 

  • Work/Research experience in related fields
  • Leadership role in school/college/workplace
  • Excellence in extracurricular activities like art, culture and sports
  • Track record of public service
  • Good oral and written communication skills
  • Good computer skills
