POGO-SCOR Visiting Fellowship Programme 2024 is an opportunity offered to scientists, technicians, postgraduates and post-doctoral fellows belonging to developing countries who have participated in economic transitions. This fellowship programme is jointly funded by the Partnership for Observation of the Global Ocean (POGO)* and the Scientific Committee on Oceanic Research (SCOR)**. It is designed to promote training and capacity building leading towards a global observation scheme for the oceans.  

Selected candidates will receive a monthly stipend, international airfare, transportation costs from the airport to the host institution, and contribution towards living expenses.

*Partnership for Observation of the Global Ocean (POGO) is an organisation founded in 1999 by leaders of major oceanographic institutions around the world.  

**The Scientific Committee on Oceanic Research (SCOR) is a leading international organisation dedicated to advancing ocean science.

    Eligibility

    To be eligible, an applicant must:

    • be a citizen of India or any other developing country or economy in transition, as defined by the Development Assistance Committee (DAC) of the Organisation for Economic Co-operation and Development (OECD)
    • be a scientist, technician, postgraduate student (Ph.D. preferred), or postdoctoral fellow working on oceanography

    Note:- Priority will be given to early-career scientists. 

    Benefits

    The selected candidates will receive the awards in the following way:

    • A monthly stipend
    • International airfare
    • Cost towards living expenses
    • Transportation costs from the airport to the host institute

    Documents
    • Fellowship proposal form (Size limit: 10MB)
    • Letter of Recommendation from the supervisor at the Parent Institution (Size limit: 5MB)
    • Letter of Acceptance from the supervisor at the Host Institution  (Size limit: 5MB)
    • Flight quotation evidence (Size limit: 9MB)

     

    Note:

    • All the documents must be uploaded in the PDF format.
    • Letters are to be uploaded along with the application and not sent directly to POGO email by the supervisors. 
    How can you apply?

    Eligible candidates can apply for the fellowship using the steps listed below:-
    Step 1:
    Click the ‘Apply Now’ button below.
    Step 2: Click on the 'Register' button on the right-hand side of the dashboard and fill in the required details to 'Register'. (Note:- If already registered, log in using the registered email ID.)
    Step 3: Navigate to the ‘HOW TO APPLY’ section on the right side of the page.
    Step 4: Click on the given link for the online application portal.
    Step 5: Now, click on the 'Register Here' button on the right-hand side of the page.
    Step 6:  Fill in all the details, upload the required necessary documents and click on the ‘Submit’ button to complete the application.

Selection Criteria

The selection process considers several factors, including:

  • Quality of the application: This includes clarity, completeness, and alignment with program guidelines.
  • Relevance of the application to the below priority areas as identified in the fellowship announcement:
    • Emerging and low-cost technologies for ocean observations
    • Physical, biological, and biogeochemical sensors on floats and gliders
    • Floating litter observations and modeling
    • Open and coastal ocean observation, modelling, and management
    • Data management & time series analysis
    • Underwater sound, acoustic observations and modelling
    • Optical measurements of living and non-living particles
    • Fixed-point time-series observations (e.g., contributing to OceanSITES, OBIS, IODE Ocean Data Portal, WOD, and/or other shared data systems)
    • Large-scale, operational biological observations including biomolecular and biodiversity (e.g., biological EOVs, CPR, OBON, and other programs)
  • Evidence of capacity building: The application should demonstrate how the proposed training will lead to lasting improvements in regional oceanographic observations.
  • Regional distribution: The program aims to distribute awards geographically to ensure a diverse pool of fellows.
Terms and Conditions
  • If shortlisted, the candidate will be invited for an informal interview with the host supervisor.
  • POGO and SCOR do not cover any of the expenses related to the training itself.
  • The applicant is responsible for identifying a suitable host supervisor and obtaining their agreement to host the fellowship.
  • The fellowship does not cover expenses incurred by the fellow in their home country (domestic travel, visa costs, travel insurance, etc.) or any medical costs related to travel requirements (COVID tests, medical screening, etc.). The host institute will waive any bench fees they may normally charge trainees.
  • To evaluate the success of the fellowship program, both trainees and supervisors at the parent and host institutions must submit a short progress report within four weeks of the training period's end.
  • The trainees will not be considered employees or agents of POGO or SCOR and will not be entitled to any privileges, immunities, compensation, or reimbursements beyond those provided in this program.
  • Trainees are also not authorised to commit POGO or SCOR to any financial expenditures or other obligations.
  • If the applicant submits their application, they consent to the use of their personal data for communication regarding the training,
  • POGO's internal procedures, and reporting. POGO restricts access to and use of this data to authorised personnel only, as outlined in the POGO Privacy Policy.
