About The Program

Pre Matric Scholarships Scheme for Minorities 2017 will encourage parents for sending their child to school, which directly leads to the upliftment of their socio economic conditions.

Muslims, Sikhs, Christians, Buddhists, Jains and Zoroastrians (Parsis) are the minority communities under Section 2 (c) of the National Commission for Minorities Act, 1992. The distribution of scholarship among the States/Union Territories will be made on the basis of population of minorities.

30% of scholarship will be earmarked for girl students. In case sufficient number of eligible girl students are not available, then the balance earmarked scholarships may be awarded to eligible boy students.

Scholarship will be awarded to that students who have secured not less than 50% marks in the previous final examination and annual income of their parents/guardian from all sources does not exceed Rs 1 lakh.

How can you apply?

The concerned State Government/Union Territory Administration will supply the application forms, till such time computerized systems are made operational by the State Governments/Union Territory Administrations.

The application forms should be received back alongwith requisite certificates/certifications within the stipulated period.

SELECTION
As the number of scholarships for minorities available in a year is fixed and limited it is necessary to lay down preference for selection. Inter-se selection weightage is to be given to poverty rather than marks. In case of the renewal applications, such applications would be fully exhausted before the new applications are considered.

DURATION
The scholarships will be provided for the entire course. Maintenance allowance will be given for 10 months only in an academic year.

IMPLEMENTING AGENCIES
The scheme will be implemented through the State Government/ Union Territory administration.

CONDITIONS FOR SCHOLARSHIP:

  1. Scholarship will be available to the students of minority community studying in Classes I to X. The continuance of award will be subject to securing 50% marks in the previous examination. Maintenance allowance will be provided to hostellers and day scholars. 
  2. The award will be discontinued if a student fails to secure 50% marks in the annual examination except in case of unavoidable reasons to be certified by the Principal/competent authority of the school and recommended by the State Government/Union Territory Administration.
  3. Scholarship will not be given to more than two students from a family.
  4. Students should be regular in attendance for which the yardstick will be decided by the competent authority of the school.
  5. Income Certificate; Income certificate from the employer for employed parents/guardian or Certificate to be issued by the Competent Authority declared by the State Government/ UT Administration.
  6. The school/institute will certify the claim of student of being an outstation student not residing in hostel of the school/institute concerned.
  7. Migration of student from one school/institute to another would not normally be during the course of academic year except under exceptional circumstances and in the interest of student’s academic career.
  8. If a student violates school discipline or any other terms and conditions of the scholarship, scholarship may be suspended or cancelled. The State Government/Union Territory Administration can also directly cancel the award if duly satisfied of the reasons of violation of these regulations governing the scheme.
  9. If a student is found to have obtained a scholarship by false statement, his/her scholarship will be cancelled forthwith and the amount of the scholarship paid will be recovered, at the discretion of the concerned State Government/Union Territory Administration.
  10. The State Government/Union Territory Administration will lay down the detailed procedure for processing and sanctioning of scholarship to eligible students.
  11. Course fee/Tuition fee will be credited to the school’s/institute’s bank account. Efforts will be made for transferring it electronically through the banks.
  12. Maintenance allowance will be credited to the student’s bank account. Efforts will be made for transferring it electronically through the banks.
  13. The State Government/Union Territory Administration will maintain normal and records relating to the funds received from the Ministry and they will be subjected to inspection by the officers of the Ministry or any other agency designated by the Ministry.
  14. The student obtaining benefits under this scheme shall not be allowed to avail of benefits under any other scheme for this purpose.
  15. A student shall be eligible for only one scholarship for all sources, i.e., SC/ST/OBC.
  16. The State Governments/Union Territory Administrations shall constitute a committee of the Departments implementing such scholarship schemes to ensure that the student from the minority community, who may also belong to children of those engaged in unclean occupation and OBC do not avail scholarship from other sources for the same purpose and avail only one source.
  17. The fund for distribution of scholarship in subsequent year will be released after receiving the utilization certificate for the previous year.
  18. The scheme will be evaluated at regular intervals by the Ministry or any other agency designated by the Ministry and the cost of the evaluation will be borne by the Ministry of Minority Affairs under the provision of the scheme.
  19. The State/Union Territory shall place all relevant details of financial and physical achievements on their website.
  20. The regulations can be changed at any time at the discretion of the Government of India.

How to submit the online application? Should I need the user id and password to apply for scholarship?
Applying procedures for Scholarship Schemes for both Fresh and Renewal are given below: 
Fresh: 1st step - Student have to go with the option “Student Login”, on the home page of National Scholarships Portal. Fill up the application as per the instructions given by the system then click on save button. After saving, student will get a “Temporary ID”. The system will instruct the applicant to submit his/her Temporary ID and date of birth to fill subsequent details. Once registration is complete on click of submit button, a Permanent Registration ID is generated which can be used for Renewal and tracking the status of application 
Renewal: 1st step - Renewal Students have to apply with their Bank Account No and Date of Birth which they registered previous year. Student can also use Forgot Registration ID to retrieve their ID.

Can I edit the information already saved and up-to what time?
All the information can be edited till the closure of application form. After final submission, your application will be forwarded to the next level and application hereby cannot be edited.

How should I open my saved application for editing?
Use Temporary ID for editing the application. Further, Forgot ID can be used to retrieve Registration ID.

Which fields in the application form are mandatory?
Fields provided with red asterisk (*) mark are mandatory fields.

What happens, if I detect mistakes after forwarding the applications to the next level?
You should separately inform the mistakes detected by you to the Institute/District/Region/State. The software provides facility at the level of the Institute & State to edit & correct limited information.

Which fields Institute/State can edit?
Except some basic parameters like religion, name of institution, parental annual income & bank details, the Institute/State can edit other fields. However, corrections made by the Institute/State, if any, would be conveyed instantly to the student through SMS/email.

Do I have to fill up the online application in one sitting?
No. You can fill up the online application in as many sittings as you wish, until you are satisfied that you have entered all desirable fields correctly. The software provides facility to save your application at every stage.

What is UID number/Aadhaar Number?
UID number otherwise known as ‘Aadhaar’ number is Unique Identification Number given by Unique Identification Authority of India (UIDAI). Aadhaar is unique 12 digit number assigned after de-duplication of biometrics.

Do I need to get my Aadhaar Card to apply for Scholarship?
Aadhaar no. is Mandatory for the Students in order to Register and fill up the application form online. Students cannot apply for Scholarship without entering the Aadhaar no.

Is there any permanent ID?
Yes. An Application ID (Permanent ID) will be provided to the candidate once his/her Registration is done. It will be conveyed to candidates through SMS and e-mail. Students should memorize their Application ID as it will be required while applying for Fresh/renewal scholarship.

Can I apply as a Fresh if I am a Renewal candidate?
No, you cannot apply as a fresh if you are a Renewal candidate. Your application will be rejected in that case.

What should I do, if I do not find my institute name in the drop-down menu?
You should immediately approach the institute to contact with the nodal officer of the State where the institute is located. You can also approach the Nodal Officer of that State directly through e-mail under intimation to the Ministry. If your institute is an eligible institution, the State Government concerned would enter it into the database and then you can apply.

How do I know the name and address of Nodal Officer/ State Department of my State?
The name and contact details of the Nodal Officer/State Department of all States/UTs are available in “Services->Know your State Nodal Officer” option.

How to check the status of my application?
Student can check the status of Online Application by submitting his/her Permanent id.

How and when will I know whether my application is selected or rejected?
Status of application can be checked signing-up with Permanent Registration ID.
