About The Program

Hubert H. Humphrey Fellowship Program 2017 is a Fulbright program, which gives an opportunity to young and mid-career professionals from developing countries to move to the United States for 10 months of nondegree graduate study. The candidates must preferably have a master's degree or a professional degree of at least four years duration and should demonstrate the required experience, skills, and commitment which they can benefit from this program in ways that they have not experienced previously and are not likely to experience without the Humphrey program. This program was initiated in 1978 to honor the memory and accomplishments of the late Senator and Vice-President of the United States, Hubert H. Humphrey.

  • Must have master's degree or a professional degree of at least 4 years duration.
  • Should have at least 5 years of substantial professional experience in the respective field and be eligible for leave.
  • Should have demonstrated leadership qualities.
  • Should have a record of public service in the community.
  • Have to give the undertaking to return to India on completion of the fellowship.

The application can be done by email or by post with the following steps:

Step 2: Fill all the details.
Step 3: Attach the enclosers.
Step 4: Email it.

Candidates are also advised to request 2 referees to send in their recommendations as per the instructions given on the 1st page of each fellowship application form. The recommendations should be sent to the given address:

Terms and Conditions

Important Dates:

  • Early July 2017: Screening applications to short-list candidates.
  • Mid-August 2017: National interviews of the short-listed candidates in Delhi.
  • End August 2017: USIEF notifies the nominees. Nominees take TOEFL.
  • End September 2017: USIEF forwards applications of nominees to the Humphrey Program Office, and the J. William Fulbright Foreign Scholarship Board (FFSB), Washington, D.C.
  • February-March 2018: USIEF expects to receive the Humphrey selection cable from Washington, D.C. 
  • February-March 2018: USIEF notifies the finalists.
  • May 2018:    Pre-Departure Orientation.
  • June-July 2018: Pre-academic training in the U.S. (if required).
  • August-September 2018: Humphrey Program begins.
